The incident left one woman dead after grandmother Carole Bullett, 57, was thrown 6ft into the air in front of her horrified daughter and seven-year-old grandson.
An inquest heard that Mrs Bullett 'didn't stand a chance' when the horse, called Lucas, started charging through the crowds of spectators at Nowton Park Country Fair, Suffolk, in June last year.
She was hit by the horse and then run over by the cart it was pulling, crushing her chest under its wheels.
Witness Darryl Whiten described 'a few seconds of total carnage with people scrabbling to get out of the way' of the horse.
Another bystander Jean Cramer said she watched helplessly as the horse charged towards the former dinner lady and Wedgewood House worker.
Mrs Cramer, whose statement was read to the inquest by coroner Peter Dean at the hearing in Bury St Edmunds, Suffolk, said: 'She never had a chance.'
A statement by Elisabeth Haslam was also read to the jury and she described the crowds of people 'screaming' before Mrs Bullett was 'catapulted' into the air.
She said: 'The horse was running at full speed with the cart bouncing around behind it.
'Everyone was screaming, they were all trying to dive for cover.'
