He is an honourable man but he has allowed his sense of judgement to be circumvent by those that fear if he transmit letter to the senate and the VP bcomes the acting President that hell will fall on them.  It is a part of human nature; mostly to the African that consider what is best for them and not what his best for the country.

Pls do the right thing as Baba said.  The position is still yours!!!!!!!!!!!!!!
