Many nigerians in high authority are corrupt. Instead selling the dollars to impoters at normal rates which is the aim of buhari, they will hurd it and sell it to the black marketers. When imprters go to buy dollars, bank will say they don't have dollars , but they will sell it to d black marketers and make a lot of gains.That is why the government is trying to make the dollar flexibble as to shorten the gap between goverment prize and black market price
