Child Rights Act: the street beggar's dimension.

i am not going to talk about the bearded senator here, my attention is focussed on more serious issues. Have you seen a mother or aunt (as the case may be) who beg for money at traffic lights and along major express roads in this country? sometimes with a child is strapped to the back while begging from vehicle to vehicle? sometime the mother or aunt just carries the baby on her arms and the begging continues, sometimes in the hot sun or atimes in chilly or rainy conditions. or do you see  a a blind, sick or deformed uncle, father, brother or friend being led from car to car begging for alms in traffic? sometimes darting between cars stuck in traffic. some have enough money to afford  a wheel chair sometimes it is the wheel barrow. Pray does the child in question have any remedy under the Child Rights Act? spare some thoughts please, God bless you as you do.
