The Independent National Electoral Commission is to use tracking devices to monitor the movement of its voting materials in order to check rigging in the 2011 elections.


Our correspondent gathered in Abuja, on Thursday, that the Global Positioning System device is to be deployed for this purpose.


The device is a mobile data service available to users of cellular communication systems globally.


Each of the 120,000 polling units is to be hooked to a central data base at headquarters to ensure proper monitoring.


Already, the commission has embarked on the mapping of polling units across the country.


The device is also likely to be programmed to provide real time communication between headquarters staff and field officers during elections.


INEC chairman, Prof. Attahiru Jega was quoted in the INEC bulletin of Thursday, November 18 as telling traditional rulers in Ibadan last week that the commission was determined to deliver on its promise.


Jega had at various gatherings promised to ensure that INEC delivers a free, fair and credible elections come 2011.


He was also quoted as saying that in addition to the electronic real time monitoring, the Commission was equally exploring the possibility of integrating high quality video into the system.


“We have commenced work with development partners to produce a comprehensive interactive map of all our polling units to make it easy for people to locate them. This is tied to ongoing updates and total remodeling of our website,” he said.


The Director of Public Affairs of INEC, Mr. Emmanuel Umenger said the Commission was doing everything within its power to stem rigging.


He said “With the arrangement we are putting in place, it will be difficult for riggers to do anything unorthodox during elections because their activities will be monitored easily.”
