It's a lie, he doesn't belong to the government. Like any country he is just a citizen but unlike poor African countries, the government takes a very keen interest in his welfare and personal well being. This story is made up as Old Bailey does not deal with family law but strictly serious criminal cases, which this case isn't.

This practice is not new, it happens a lot. I suppose it's easier when a kid is much younger, and is not yet very independent minded.  At that point, the aim of the action, which is often to shape the kid for the better, is more easily achievable and less prone to resistance. However, whether young or old, it may represent some kind of shock for the individual concerned initially. Well,  i can relate to some of the feelings of this boy.
