Voter register: Data retrieval from DDC machines flops

A confidential document from the Independent National Electoral Commission has revealed challenges being encountered in the off-loading of data needed to detect multiple registration.


This is even as the commission is expected to begin a nationwide security processing of the fingerprint data collected from the 67.7 million registrants during the just concluded voter listing on Friday (today). An INEC Data Processing Report annexed to the restricted document entitled, ‘Roadmap for Printing of the National Voter Register’, revealed challenges being encountered in the quest to weed out multiple registrants in some states of the federation.


The document cited Abia State as one of such areas, noting that officials’ attempts to run the Automated Fingerprint Identification Software had led to the crashing of the system. In the case of Adamawa State, it was discovered that an important component, which came with the server, was almost belatedly discovered to be faulty.


The report also highlighted challenges faced in the area of alternative sources of power for critical equipment. It also noted that generators were yet to be installed in some areas while others lacked the advertised carrying capacity. According to the document, in Adamawa, Nassarawa and Niger states, for instance, contractors supplied generators but the machines were to be installed to take care of processing facilities.


In the case of Kogi State, the report noted that the generator was improperly installed while “the roof of the data processing centre is leaking and the walls are cracked.” The report also noted that In Ogun State, the Administrative Secretary insisted that the installed 13.5 KVA generator was not the exclusive preserve of the data processing centre but should also serve the entire office complex.


For Ondo State, officials were informed by those who installed the generator that the supplier lied about its capacity. They were informed that the contractor supplied a 12.5 KVA generator as against the 13.5 KVA he was expected to provide.


In Yobe State, the report said the generator lacked the capacity to carry air-conditioners while in Taraba State, the report indicated that “the generator trips off by itself and doesn’t power any air-conditioner.” The document also outlined the schedule for the special security analysis of the fingerprints of all 67. 7 million registered voters.


According to the document, the ‘State AFIS Run’ or the use of Automated Fingerprint Identification Software is billed to run from today to Sunday.


The report reads in part, “The current requirements for the aggregation of voter register data calls for the transfer of data from the assigned LGA laptops to the states’ Open Voter Registration server. This document outlines the procedures to achieve the above.


“This document makes the following assumptions: That all states have received their full allocation of servers; and that all data at the states are currently in the LGA aggregation laptops.”


The operational chart plan contained in the INEC document reads, ‘Migration of data from rural areas/local government areas’ laptops’ was to be done in three days from February 21 - 23. The schedule also states that corrections based on claims and objections made by eligible voters were expected to be carried out in the ‘consolidated database’ of each state in one day - February 24.


A run of the AFIS is slated for today to Sunday in the 36 states while the ‘Printing of register to PDF and burning to CD’ is to take place on Monday.
