I'm not entirely sure how rational this idea is, since there will be fewer places for entertainment for young people and the question arises how people will use their free time. If clubs and similar entertainment sets are officially closed, illegal events will arise, in which young people will still participate in closed parties. In my opinion, it is easier to oblige the owners of large establishments to   use soundproofing materials that could reduce the amount of loud sound penetrating the city streets. Thus, all the rules and regulations would be observed. In my city, they did this and now no one complains about loud music at night.
