Until the foreign currencies sitting in Nigerians banks are volatile and free to move by every individual local currency will continue depreciate, no reforms or policy will be able to change the trend. The banks know the truth but they won't say it.
If this is the cause of naira downfall, it means there are a lot of illegal and unauthorized naira liquidity in the market forcing down the value and causing inflation. The CBN/EFCC have a lot work to do checking the political space.
The president has the prerogative to nominate a minister or otherwise, in my opinion the president should occupy that office because a lot of fraud occurs in that ministry
