I do not agree with the opinion that a child should be rewarded as a reinforcement for a good behaviour. While i opposed to an act of beating a child for wrong doing, giving them incentives for positive behaviour is likely going to encourage them to respond negatively when they are not rewarded for being morally behaved. The child will end up growing up with the belief and expectation that they should be rewarded for every positive behaviour.

If your brother is suffering, there is no need for a well-off sister to be officially requesting caring roles upon the brother. We understand that young people always face negative experience following the death of their parents. Still, when you later become comfortable, a grown brother and at least an educated uncle would never reject any offer from you to send your blood brother to school.
