The whole thing is a massive scam that everyone benefits from except the unfortunate applicants. The foreign schools benefit, the embassy especially benefits, hotels those staying outside Lagos and Abuja lodge in benefit, even small business centres around the embassies benefit. The US embassy knows what it is doing. Out of every 100 people rejected, they have absolutely no reason for rejecting 60 which is why they give no reason. They tell you to re-apply and pay visa fee over and over again. I am only lucky I have never been refused a visa because my company handles the visa aspect for overseas courses and work for staff.
The blame lies squarely on the Nigerian government. If we have enough high quality universities and polytechnics  whose degrees are respected outside the country, then the rush to study outside the country won't be this bad. It's so bad that people even prefer to go to Ghana and some other African counties to get an education if they can't go to US or Europe.

I like your honesty. Meanwhile some girls are busy aborting or selling the children God has given them for free.
