The best is to incorporate with Mazi Nnamdi Kanu of IPOB in order to draw a road map of Biafra future interim government. They are millions of Biafrans in exile especially US, Canada,  South Korea and Germany who will have a say in running or build up of the government.
In my opinion , if Biafra decide to be a Confederate State like Switzerland or Federal Republic, the devolutions of powers should be as thus for 4 years rotational :
1. President   -  Igbo ( Anambra )
2 . Prime Minister or VC - Bayelsa State
3. Senate President - Delta State
4. Speaker - Igbo
5. Finance Minister - Akwa Ibom State
6.Central Bank Governor - Cross River
7. Army Chief - Igbo ( Abia )
8 . Naval Chief - Rivers State
9. Airforce Chief - Igbo ( Imo State )
10. Inspector General of Police -  Igbo ( Enugu )
11. Petroleum Minister  - Bayelsa State
12. Interior Minister - Delta State
13 Foreign Affairs - Igbo ( ........ )
14. Education Minister - Cross River
15. Health Minister - Rivers State
16. Power & Energy Minister - Igbo
17. Biafra Representative to UN - Igbo
18. Biafra Ambassador to US - Delta State
19. Biafra Ambassador to UK - Akwa Ibom
20. Biafra Ambassador to Israel - Igbo
21. Biafra Ambassador to Vatican - Igbo
22. Biafra Future Capital - Enugu
Something like this can give all other tribes that make up Biafra sense of belonging.

Arbitrary use of power. In a democratic govt, the president does not make this type of decision by himself. Democracy is described as "Government of the people, by the people for the people", not govt of Buhari by Buhari for Buhari. If Nigeria government decides to hire external forces to help combat militants, the three branches of govt must agree on it. And such decision must address all militants in the country, not select militants; otherwise, the govt would be charged for oppression, dichotomy and negligence of national interest.
