It is sit-up time for men in Lagos as the State Government yesterday announced a review of the law enacted to protect pregnant women and their babies.
The State Attorney General, Ade Ipaye said that it is now a criminal offence in Lagos for a man to desert a woman he impregnated.
At the sensitization programme on the ‘Criminal Law of Lagos State, 2011′ and ‘Administration of Criminal Justice Law, 2011′, Mr. Ipaye said the law was enacted to protect pregnant women and their babies.
He added that the new law makes it criminal for a man to refuse to contribute to the ante-natal and post-natal expenses of a woman he impregnated.
“Any person who impregnates a woman or girl and fails, refuses or neglects to contribute to maternity related cost from ante-natal or post-natal stages, is guilty of an offence under section 277 of the Criminal Law of Lagos State and is liable to face the wrath of the law,” Ipaye said.
Ipaye said the old law handed down by the British Colonial Government was outdated, as it mainly reflected the values of the colonial administration.
“The review of this law was necessitated by the fact that some of the laws that existed prior to this time were outdated,” he said.
“The review is therefore aimed at reflecting current day realities, as the old Criminal Code Law has become inadequate to address the challenges of contemporary criminality.”
Ipaye, who also doubles as the Commissioner for Justice, said the state criminal law was enacted to regulate public order and provide rules on criminal conduct, among other objectives.
He however stressed that the new law has replaced the Criminal Code Law of Lagos State Cap.C17 Laws of Lagos State of Nigeria, 2003, introduced in Southern Nigeria in 1914.
Wow, this sounds like good news for women in Lagos state. I often hear of men abandoning women after impregnating them, leaving them to cater for themselves and the babies under extreme conditions. This often leads them to some actions like abandoning the babies or maltreating them to spite the fathers.
Hopefully with this law, women would be able to speak out for themselves and ensure that some men live up to their responsibilities.

Mr Akolade Arowolo, standing trial for allegedly killing his banker wife, Titilayo, Tuesday collapsed inside the dock of a Lagos State High Court in Ikeja, southwest Nigeria, where he is being tried.
The development forced the judge, Justice Lateefat Okunnu to hurriedly halt the trial and adjourn the matter till Thursday.
Arowolo’s counsel, Mr Olarenwaju Ajanaku had drawn the court’s attention to the plight of the accused, asking for a short stand down of the matter to enable him take his drugs.
The judge agreed to stand down the case but later adjourned the matter when it was clear that Arowolo could not continue with the trial as a result of the pains he was experiencing.
The accused was charged to court for allegedly stabbing his wife, a banker, to death, on 24 June, 2011, at their residence located at 8, Akindeinde Street, Isolo, Lagos.
Earlier, before the matter was adjourned, the Lagos State Directorate of Public Prosecutions (DPP) led by Mrs Olabisi Ogungbesan, called two witnesses to testify before the court.
The witnesses, Inspector Benson Ajie from State CID, Panti, Yaba and Sergeant Bayem Cletus from Aswani Police Station, testified that the confessional statements made by the accused were done voluntarily and with caution.
The two statements written by the accused at the Aswani Police Station on 27 June, 2011 and three others written on 30 June and 4 July, 2011, were admitted by the court as Exhibits P48 to P52

A persistent innuendo by Frank Giage, a carpenter, infuriated the Al Ain Forward, who descended on him, giving him dirty slaps. The incident occurred when Gyan, in the company of some Black Stars players and celebrities, made a stopover at Linda Dor Restaurant, near Kibi in the Eastern Region.
The carpenter followed Ghana in his comfy Escalade cream 4X4 casting insinuations and referring to him as “over the bar’. The player and those who were with him cautioned the victim to stop following Gyan but he persisted, compelling Gyan to alight and give him a dirty slap. Many condemned Gyan for his action considering the fact that he is a star and recently crowned peace ambassador. Consequently, John Mensah pleaded on ‘Baby Jet’s behalf for the unfortunate incident saying, “I was not around when the incident occurred, but I must say I am sorry for the incident.
The victim should have also considered that errors are part of the game – and the fact that the incident is past and gone and should not be revisited. “In as much as we need the fans because they play very important role in our careers, they should be tolerant and be patient with us,” Mensah said on Happy FM.
The victim did not sound remorseful for his action and even promised that he will repeat it whenever he comes across the player. The Stars and their celebrities’ counterparts travelled in a convoy last Saturday to Kumasi for the 6th Stars Soccer Fiesta Reloaded. According to our source, Davido was invited for the recently concluded Nokia Rap Battle show alongside other prominent acts by one Nosa, a fast rising music producer cum manager. Mistie Rebecca Atkinson, 32, was sentenced to four years and eight months behind bars in Napa County Superior Court, California on Wednesday.
It came after she was found in a Ukiah, California motel room with the 16-year-old boy, who had recorded his mother giving him oral s*x on his phone.
Authorities also recovered Nood photos Atkinson had sent him after tracking him down through Facebook. She had not seen him for 15 years.
But in a letter to the court, Atkinson, claimed she did not consider it incest, the Napa Valley Register reported.
‘I don’t feel like I should have the charge of incest because there is something called genetic attraction that is a very powerful [phenomenon] that happens to 50 [per cent] of people becoming reunited with a long-lost relative,’ she wrote.

The Commissioner of Police, Ibrahim Idris revealed that further investigation has led to the arrest of several other suspects in connection with the murder of the late senior police officer.

President Goodluck Jonathan has fired the Group Managing Director of the Nigerian National Petroleum Corporation, Austen Oniwon, and other top officials of the corporation.
Mr. Oniwon was sacked along other top management of the corporation in a sweeping move by Mr. Jonathan.
The NNPC management has been involved in several scandals including the petroleum subsidy payment scandal.
Part of the recommendations of the Farouk Lawan committee report by the House of Representatives is the removal of Mr. Oniwon and the NNPC management. Andrew Yakubu, an engineer, has been appointed Mr. Oniwon’s replacement. Details later…

“I can confirm that the President has not been impressed by the performance of most of the ministers and the thinking of the presidency is that some of the ministers who have failed to fit into the transformation agenda of the government should be made to ship out so as not to derail the progress.
“The scorecard which was made available to the president on request has only about five ministers scaling over the average pole while some others have neither shown signs of prospects or are just not there."
A Presidency source revealed, while disclosing that only about five Ministers were certified to have performed above board in the last one year.
Top political sources in Abuja have told that President Goodluck Jonathan is very angry with the level of performance of many of those he appointed into ministries and government agencies, leading to "too much criticisms" against his administration.
In fact, a credible source said no fewer than 10 ministers have been pencilled down for sack as Mr. President is now "determined to do away with sentiments and get to work". The source revealed that Jonathan had a meeting with VP Namadi Sambo and David Mark last weekend during which it was concluded that "Nigerians are not getting the dividends of democracy".
Already, panic has griped many top ministers as no one seems to understand the president since he returned from Brazil last Friday. Mr President is now ready to inject fresh bloods that are ready to work into the system, irrespective of where they come from, a source added.
Also, Jonathan plans to carry out more shake up in the security apparatus to meet the realities of the moment. While speaking at the Senate’s retreat on Monday, he had declared that more reforms are coming in order to contain the current security challenges facing the country.
The founder of one of Singapore’s richest churches was arrested Tuesday on allegations of misusing at least $18 million in donations from his congregation of more than 30,000, police said. Pastor Kong Hee and four senior executives of the City Harvest Church — a Christian group registered as a charity — were arrested by the Commercial Affairs Department, a police unit set up to fight financial crime.
Officials said they were suspected of diverting at least Sg$23 million earmarked for charitable projects and spent money on a bid by the pastor’s wife, Ho Yeow Sun, to launch an evangelical music career in the United States.
The church, which has affiliates in neighbouring Malaysia and other countries, is famous for services that resemble pop concerts. “It’s confirmed that five persons were arrested and Kong Hee is one of them,” a police spokesman told AFP. All five, who are out on bail, have also been suspended from their church positions. Kong and his wife, whose whereabouts were unknown, became minor celebrities in Singapore for launching the church, which authorities estimate had a congregation of about 33,000 and net assets of Sg$103 million in 2009. In a post on popular microblogging site Twitter on Tuesday morning, Kong tweeted a Bible Psalm in Mandarin saying God will protect him from evil. Authorities began an investigation in 2010 after receiving complaints about the misuse of the funds, the Ministry of Community Development, Youth and Sports, which oversees charitable institutions, said in a press release. “Financial irregularities of at least Sg$23 million from the Charity’s funds have been discovered,” it said. “There was a concerted effort to conceal this movement of funds from its stakeholders.” The five will be charged in court on Wednesday and if convicted, each of them could face life imprisonment as well as a fine. President Goodluck Jonathan gave the hint yesterday June 26th at the Presidential Villa while administering oath of office to the newly appointed chairman and members of the National Population Commission (NPC). He said:
“For us to plan properly, we must manage our population, but it is extremely sensitive because we are extremely religious people, either as Christians or Muslims. Both Christians and Moslems and even traditionalists and all the other religions believe that children are God’s gifts to man, so it is difficult for you to tell any Nigerian to number their children because they are gifts of God and it is not expected to reject God’s gifts.
The key thing is how you will, through your advocacy, come up with plans and programmes that encourage Nigerians to have the number of children they can manage, before government comes up with clear policies and guidelines. First and foremost is the personal consciousness that people should get the family they can manage.
“Sometimes you get to the house of somebody living in a well-furnished duplex. There is the husband and wife and maybe two, three or four children. But the guard at the gate may have nine children. That is the scenario you have. So, first and foremost, before government comes up with regulations, guidelines or laws, Nigerians must be made to know that we cannot continue to procreate and procreate even though we know children are God's gifts." The National Universities Commission (NUC) on Monday announced the suspension of all Part-Time Programmes run by universities in the country.
The Executive Secretary of the commission, Prof. Julius Okojie also announced the results of accreditation of courses run by the National Open University of Nigeria (NOUN).
Okojie said the suspension of the part- time programmes was to enable the regulatory body streamline them.
He said the work of the universities’ regulatory body was becoming more difficult because of the products of the system and urged the institutions to cooperate with the NUC to evolve a more focused and credible system.
“For now all part time programmes have been suspended. We are going to streamline them.
“No university should have more than 20 per cent of their student population on part-time with excess capacity to teach.
“All part time programmes must be located on campus. We do not want satellite campuses anymore,” he said.
The executive secretary said henceforth universities must score over 70 per cent in all areas of assessment, including the provision of library facilities before it would be accredited.
“But if your library facilities are poor or sub standard, even if you score over 70 per cent, you will not be considered fit enough for accreditation,” he stated.
Okojie said that out of the 31 programmes evaluated for the NOUN, 30 were accredited.
He said that four programmes of the university were granted full accreditation, 26 others accredited on interim basis while one programme was denied aoucccreditation.
