Oil prices bounced back in Asia Thursday but trading was cautious on
signs the OPEC cartel is divided ahead of a meeting on whether to
maintain or slash its high output levels.
The US benchmark West Texas Intermediate closed below $40 a barrel
for the first time since late August on Wednesday after data showed an
increase in US commercial stockpiles and production, adding to anxiety
about a long-running supply glut.
Focus is now on the Organization of the Petroleum Exporting Countries
meeting in Vienna Friday. Analysts say the 12 members appear to be
divided, with Saudi Arabia and its Gulf partners at odds with others
pushing for a cut in output in a bid to perk up prices.
WTI for delivery in January was up 70 cents at $40.64 and Brent crude
was trading 85 cents higher at $43.34 at around 0630 GMT.
WTI fell 4.6 percent Wednesday while Brent sank 4.4 percent.
Bloomberg News said Venezuela and Ecuador — which have been badly
hit by the plunge in prices — would seek production cuts during the
meeting.
IHS Energy said Saudi, Kuwait, Qatar and the United Arab Emirates will
have great influence on the tone of the meeting as they account for more
than half of OPEC’s 31.5 million barrels per day output.
“Without the Gulf group, there can be no effective OPEC agreement,”
IHS Energy said in a report ahead of Friday’s meeting.
OPEC has been pumping above its collective target of 30 million barrels
per day as its influential members led by Saudi Arabia try to maintain
their share of a highly competitive market.
Prices have plunged by more than half from peaks of above $100 a
barrel in mid-2014 largely because of the oversupply.

Immediate past Secretary to the Government of
the Federation, Sen. Anyim Pius Anyim has denied
sponsoring the ongoing pro-Biafra protests, saying any
assertion to the contrary is the handiwork of detractors.
Anyim, a former Senate President who spoke through his
Media Adviser, Sam Nwaobasi Thursday, added that he is
neither under house arrest nor any form of investigation.
“We find it despicable that some people have taken it
upon themselves to disparage, embarrass, ridicule, insult
and indeed incite the public against Sen. Anyim Pius
Anyim, since he left office as Secretary to the Government
of the Federation, through publication of bare-faced lies,
fabrication of baseless stories and peddling of rumours
on phantom issues that make no meaning or sense.
“We have resisted the temptation to join issues with these
gangs of debased characters. However, there is a limit to
what can be ignored”, Nwaobasi said.
According to him, “Sen. Anyim is not sponsoring, has not
sponsored and will never sponsor any protest by any
group against the Government or our dear country
Nigeria”.
He added that Sen. Anyim is not under any investigation
for any such allegation, warning those behind what he
described as dastardly and mischievous acts to stop
forthwith.
“They must bear in mind that those who rise up against an
innocent person are only setting themselves up for a fatal
fall”, he added.
An online media portal had reported how Anyim is
currently under investigation for sponsoring activities of
Radio Biafra as well as pro-Biafra protests.
The portal also added that the former SGF has been
accused of taking huge sums from the coffers of the Niger
Delta Development Commission NDDC while in office,

The Swiss government said two FIFA officials were detained in Zurich
Thursday, confirming reports of newarrests in the broadening FIFA
scandal, and said they were suspected of accepting millions of dollars in
bribes.
“The high-ranking FIFA officials are alleged to have taken the money in
return for selling marketing rights in connection with football
tournaments in Latin America, as well as World Cup qualifying
matches,” the Swiss justice ministry said in a statement.

MIFFED by outrageous bills, aggrieved customers have abandoned over
a thousand electricity bills at the gate of Ikeja Electricity Distribution
Company (IKEDC) in a peaceful protest against alleged deplorable
services rendered to their communities.
The protesting residents, who visited the company’s head office in Ikeja,
stood at the entrance, singing protest songs saying enough is enough,
displaying placards and accused the electricity company of failing to
provide smart meters, crazy bills, incessant power outage, failure to
respond to their plight by the business units, among others.
The Chairman, Joint Action Committee Electricity Distribution
Company Customers Forum, Olawoye Ayodele, who spoke on behalf of
the affected communities, rejected the attempt to review tariff upward,
estimated billing and poor maintenance said, “most of the equipment
were provided by consumers, and we are paying fixed charges. The fixed
charges are nothing to write home about, so we are returning over one
thousand bills, and would keep returning them in subsequent months to
their business units in our areas, we don’t see reason to pay fixed
charges when it is the consumers that are providing the equipment. We
have weak wires, tilted and damaged poles. We have written letters,
requesting for replacements, but have not received their reply.”
According to Olawoye, “the National Electricity Regulatory
Commission (NERC) is also not helping matters, they say one thing,
then do another. IKEDC should have started meter distribution with
customers who don’t have meters, but they went to areas where about 40
percent already has meters. They have said it will take about five years
to meter all their customers, but do they expect us to keep paying
estimated bills for five years?
“We will not pay until we’re provided with meters. I was billed over 400
units instead of about 181 units. I went to the business unit and told
them I will not pay until there is a reversal. We also have a case which
we have informed NERC about a house that is usually billed about
N5,000 to N7,000 but is now given over N400,000. We wrote to the
business unit and we are yet to get a response. There are many other
cases. We want prepaid meters.”
The communities represented include Oke Aro, Agbado, Adiyan,
Agbado, Orudu, Akera, Oju-irin Aboro. They all came together to say
they will not pay estimated electricity bills, until they are provided with
smart meters.
The Balogun of Oke Aro, Chief Enilolobo Ebenezer, said the king of Oke
Aro is also affected.
“We gave a large portion of land to the electricity organisation, which
was commissioned, yet they are punishing us. It is not easy to get
something from the government, government should also be aware of its
responsibilities to the people.
Even if they disconnect us we will not pay, we are returning the bills.
We don’t want crazy bills, we want smart meters,” he said.
