Students in the Bulgarian capital Sofia have chained the doors of the country’s biggest university as anti-government unrest continues, BBC reports.
After occupying a lecture hall for nearly three weeks, they declared “total and effective occupation” to demand the government’s resignation.
Thousands joined a student march through the city on Sunday.
Unrest over poverty and corruption in the EU’s poorest state has continued despite early elections in May.
A Socialist-backed technocratic government was formed under a new Prime Minister, Plamen Oresharski, but has lost support amid allegations of corrupt ties with business groups.
Similar popular unrest had plagued its predecessor in power, a centre-right minority government led by Boyko Borisov.
Academic business at the university was “brought to a complete halt” as protesters were not allowing either teachers or administrative staff to enter the university, according to the Novinite news agency.
Sit-ins, the agency added, were under way at 15 universities across the country. “We are protesting against poverty and unemployment”, a student declaration said, quoted by AFP news agency. “We are protesting before we become beggars with a higher education.”
On Sunday, university professors and teachers issued a statement condemning the “lies and ‘tycoonisation’ of the political and social environment”.
One banner, seen by Reuters news agency, read “Your time is up! 24 years of false transition is enough”, referring to administrations since the end of communist rule in 1989. Other banners read “Down with the mafia” and “We stay, you emigrate”.
President Rosen Plevneliev, who is from Borisov’s GERB party, told a French magazine he supported citizens calling for a “moral revolution”
Asked by Le Nouvel Observateur about the allegation that the current government was backed by a “Red Mafia”, he added, “The mafia does not have a definite colour. What is certain is that what we call ‘mafia’ is a pathology of our democracy that we must eradicate.”

US and British vessels were heading to the Philippines as the UN appealed for aid amid the large-scale devastation caused by Typhoon Haiyan.
The US has deployed an aircraft carrier and navy ships, while the UK is sending a naval destroyer.
At least 10,000 people are feared to have been killed and thousands of survivors desperately require aid - but reports say little is getting through.
Philippine President Benigno Aquino has declared a state of national calamity.
In a statement, he said the two worst affected provinces, Leyte and Samar, had suffered massive destruction and loss of life.
He authorised the release of emergency relief funds and deployed troops to affected areas.
A huge international relief effort is also under way, but journalists and rescue workers at the scene say reaching areas affected by the storm is difficult.
Bernard Kerblat, who is overseeing the UNHCR response to the crisis, said some aircraft had landed in Cebu but distributing aid was difficult because of bad weather and damaged infrastructure.
"The rain is further complicating the effort for light vehicles, including trucks, to penetrate in areas wherever there's still a bridge left intact.
"The other bad news is that within the next 72 hours, we should see the arrival of yet another typhoon."

The Philippine president has declared a state of national calamity
The National Disaster Risk Reduction and Management Council(NDRRMC) said 1,774 people had been reported dead, 2,487 were reported injured and 82 were missing.
The death toll is expected to rise significantly in coming days.
More than 580,000 people had been displaced and 41,000 houses had been damaged, the NDRRMC added.
UN Secretary General Ban Ki-moon described images of the impact of the storm as "heartbreaking".
The UN would launch a large-scale humanitarian plan and allocate $25m (£15.5m) "to fund critical relief efforts", he said.
"Many thousands of people are reported to have died and almost 10 million people have been affected... Let us all show our solidarity with the people of the Philippines at this time of need," he added.
On Tuesday, heavy thunderstorms struck Tacloban, one of the areas worst-hit by the typhoon. Correspondents say driving rain has added to the misery of tens of thousands of people living amid the wreckage of their homes.

Air Force Capt Antonio Tamayo told AP news agency the scene in Tacloban, one of the worst-hit areas, was "overwhelming".

Officials said looting was widespread and order was proving difficult to enforce. Correspondents say many ordinary people are simply scavenging for the food and water needed to survive.
The government says it has deployed armoured vehicles to Tacloban to deter looters.
"We are circulating [the vehicles] in the city to show the people, especially those with bad intentions, that the authorities have returned," Interior Secretary Mar Roxas told DZMM radio.
Alison Wallace, chief executive of disaster relief charity Shelterbox, told the BBC that delivering aid safely would be a major concern.
"Security is going to be a big part of the operation," she said.
"We have to make sure that when the aid is delivered that we don't actually make the situation worse by creating difficult scenes for people - the aid has to be delivered fairly [and] with as much safety as possible."

Justin’s reps had no comment on the story.

At least five Nigerian high court judges are the subjects of extensive corruption probes by the Economic and Financial Crimes Commission (EFCC).
The five justices being targeted by the corruption investigation are Abdul Kafarati,Gladys Olotu, Aliyu Liman, Ibironke Harrison, and Rita Ofili-Ajumogobia.
Sources of SaharaReporters at the EFCC said that Justice Chioma Nwosu-Iheme of the Federal Court of Appeal and a former Chief Judge of Lagos State,Inumidun Akande, are also caught in the cross-hairs of the investigations into what one source described as “mindboggling corruption in the judiciary.”
According to case file, a judge of the Federal High Court, Justice Abdul Kafarati, owns huge cash assets in several bank accounts, including one at Diamond Bank. In addition, he reportedly owns properties, shares and farmlands in Kwami in Gombe State.
Justice Gladys Olotu is being investigated for owning several accounts in Guaranty Trust Bank, Access Bank, First Bank (United Kingdom), as well as significant stock in various companies. She is also reported to own several properties in Abuja, Lagos and Benin. A source said Ms. Olotu is believed to be worth more than N2 billion in cash, going by findings by EFCC and other investigators.
Justice Aliyu M. Liman is being investigated for owning various naira and domiciliary accounts, shares and properties in the Federal Capital Territory, Lagos and Kaduna States.
Justice Rita Ofili-Ajumogobia reportedly owns an apartment in London, with a high-priced Mercedes Benz car parked on the property for her use whenever she visits the U.K.
Justice Iheme-Nwosu has accumulated so much unexplained wealth that she was able to buy the Concorde Hotel in Owerri, the Imo State capital, as well as a mansion-like residence built near Concorde Hotel and reportedly worth N500 million.
Our sources said that the investigation into Justice Ibironke Harrison’s questionable assets has been completed. The probe focused on a property fraud said to be worth at least N150 million.
“We are confident that we can make a case for her guilt beyond any reasonable doubt,” one judicial source familiar with her file stated.
The investigation of former Chief Judge of Lagos, Inumidun Akande, had also been completed. The fraud case relates to the judge’s diversion of massive amounts of funds meant for the Lagos judiciary during her tenure as chief judge. She is also accused of enriching herself to the tune of N700 million from funds stolen from the Lagos State judiciary.
“I can tell you that we are at the stage where we can charge the affected judges to court, but the Chairman of the EFCC Ibrahim Lamorde has not given us a go-ahead for the judges to be arrested and charged for corruption,” a senior EFCC official told SaharaReporters.

Alhaji Abu Dankure (pictured), a businessman and millionaire from Sokoto State, regained his freedom on the evening of November 11, 2013, Monday, after the payment of ransom by his family. 70-year-old business mogul was kidnapped on November 7, 2013, Thursday.
According to SaharaReporters, who spoke to a family source, the sum of N50 million was paid for his freedom. The family was able to raise the sum of N30 million, while the government of Sokoto state paid the balance N20 million.
On how the ransom was paid, a family source disclosed that the money was paid in dollars, and the payment was done in Dubai, United Arab Emirates, through the agent of the kidnappers.
Governor Aliyu Magatakarda Wamakko of Sokoto State paid a visit to the family of the 70 years-old business mogul on November 11, 2013. He assured them that Alhaji Abu Dankure was in good health condition and would soon be reunited with them.
Al-Mustapha Sani, DSP, the Sokoto state police command, through a spokesman, confirmed the kidnapping last week and said no arrest was made in connection with the incident. However, Kure's car was recovered in Gagi area of Kware Local Government a few hours after the incident.
Alhaji Abu Dankure is a political associate of Governor Wamakko, patronage from the Sokoto state government mostly receiving juicy contracts that runs into hundreds of millions of naira.

Right after accepting the best music video award, Cyrus, onstage, pulled out what MTV News reports was a marijuana joint and took a smoke.

"I couldn't fit this award in my bag but I did find this, so thank you guys very much," Cyrus said as she pulled what looked like a joint out of her purse and lit up as fans cheered her.
MTV edited out footage of the star smoking when airing the EMAs in the United States, according to Deadline.
Though the network's website headlined its report "Miley Smokes Weed Onstage," whether what the 20-year-old smoked was actually marijuana has not been confirmed. Cyrus' representatives have not yet responded to requests for comment.
Cyrus has regularly linked herself with marijuana usage, from her 19th birthday party in 2011 where she joked about being a stoner to her current web page, which features a lit cigarette with a marijuana leaf on it.
"I think weed is the best drug on earth," she said in a recent interview with Rolling Stone. "Hollywood is a coke town, but weed is so much better."
The awards ceremony was held in Amsterdam, where marijuana is in many cases sold legally.

Mrs. CLARA Chime on Monday left the Government House in Enugu claiming she had been under pressure to remain as wife of the Enugu State Governor, Sullivan Chime.
She said she would have walked away from the marriage during the period Chime was sick and was away for five months, but remained on “very compassionate grounds.”
Mrs. Chime said her thinking was that the sickness would change the governor’s ways towards her but that he got worse months after his return from cancer treatment abroad.
According to her, on many occasions she attempted to leave but her family members, for pecuniary reasons, insisted she stayed put.
She said even when it was apparent that Chime no longer wanted the marriage, her family would not let her go.
She disclosed this through the mobile phone of one of her male siblings, about four hours after she eventually packed out from the Governors’ Lodge on Monday.
The sibling declined revealing his identity to The PUNCH, but stated that he was one of the few family members who supported Mrs. Chime’s agitation to quit the marriage.
He said if he revealed his identity, it could cause a stir between him and other family members with whom members of the Chime family were still holding meetings on the matter.
He claimed that Chime had long lost interest in the marriage but held forth because he (Chime) didn’t want his image stained.
“So there was no need joining other family members into forcing her to remain in a marriage that he (the governor) was no longer interested in,” said the source.
He said, “Governor Sullivan Chime just wanted to keep her within the lodge for fear that she could open up on certain things she knew about him if she was allowed to leave unceremoniously.”
When the source eventually brought Mrs. Chime on the phone to speak with our correspondent, she said, “I regained my freedom to move around on Saturday and I eventually forced my way out of that place (Government House) today (Monday).”
She said, “I am not the one who is sick, but I became sick because of the way I was treated. There are some things people would do to you that make you sick or even die.”
“After treating myself, I will never go back there again. I will not even wish my enemy to marry in that kind of place again.”
When contacted, the state Commissioner for Information, Mr. Chuks Ugwuoke, said he just returned from Lagos and was not aware.
“I have been away in Lagos and cannot speak on anything I don’t know of, especially when it is a family matter. I will call you as soon as I am briefed,” Ugwuoke said.
Meanwhile, a Lagos-based lawyer, Mr. Fred Agbaje, has called on the National Human Rights Commission to probe further into the issue between Chime and his wife.
Agbaje said in a statement on Monday that as personalities who lived on public fund, the citizenry deserved to know the truth about the situation and Clara’s true state of health.
He said both the governor and his wife might not have told the whole truth about the issue.
He said, “There must be an end to sinking lies. The Chimes of this world need another fatter lies to cover their present lies. The truth is that one Mrs Clara Chime is ill. To cover her public odium, she was cleverly and unconstitutionally detained by Chime.
“As for the NHRC, they need to do more research into the Chimes’ affairs and expose every unconstitutionalities, not the present contradictory conflicting charade coming out of the commission.”

There are indications that the Academic Staff Union of Universities (ASUU) may call off the their lingering strike on Thursday.
Barring a last-minute change, the National Executive Committee of ASUU will meet on Wednesday night to consider the position of the congresses of the over 50 public universities regarding the offer made by the FG to revamp the institutions.
ASUU and the FG presided by Goodluck Jonathan met last Tuesday (started on Monday) in Abuja.
Then ASUU leaders briefed the zonal coordinators on the offer and ordered the local branches to organize congress meetings.

This step is to enable all the lecturers to be involved into the action the union would take after its NEC meeting on Thursday.

However, feelers from most universities that had organised their congresses revealed that ASUU would suspend the strike after the Thursday NEC meeting.
In some universities, the congress meetings will be held today.
However, there is no official information regarding whether the strike will be called off or not after the NEC meeting.
The Ibadan Zonal Coordinator of ASUU, Dr. Nasir Adesola, said,
“Yes, the NEC will hold on Wednesday evening but ASUU has a process which we are going to follow. NEC reserves the right to call off the strike after due consultation with members and this is why congresses are being called in all the chapters of the union."
Another source disclosed that some members had expressed mixed feelings about the Federal Government’s new offer based on its refusal to honour past agreements.
A top official of the union, who confirmed the fears, told one of the journalists that although members’ opinions at the zonal congresses were divided over the government’s offer, the majority still decided to give the government the benefit of the doubt.

He also said that the majority opinion was that the review of the agreement which was supposed to hold this year should be postponed till next year in the interest of peace.

The official added that members were persuaded because President Goodluck Jonathan personally met with the union. They felt since the President was involved in the discussions, the government would not say that it was arm-twisted to make the offer.

One of the sources at the meeting between the government and ASUU revealed that the government after a long debate had agreed to inject N220bn yearly for the next five years starting from 2014.
According to this information provided from this source, Jonathan showed he was serious about ending the strike, both parties were frank during the longs-lasting discussions and demonstrated their commitment to the matter.
It was also added,
“The money will be released on a yearly basis at N220bn per annum beginning from 2014. For the outgoing year, the Federal Government will only release N100bn and this has been processed.

What is more, the National Universities Commission and the Trade Union Congress are to become joint guarantors of the new agreement while the Minister of Education will act as the implementation officer.

The source also stated that the government had agreed to revamp the public universities by ensuring that all the issues that always lead to strike were dealt with once and for all.

President Goodluck Jonathan on Sunday announced cash rewards and national honours for the Golden Eaglets and their handlers who won the FIFA U-17 World Cup on Friday in the UAE.
Jonathan made this known at a special reception dedicated to the victorious Golden Eaglets. The event was held at the Banquet Hall of the Presidential Villa in Abuja.
The reward totals N2 million to each of the team’s 19 players. N3 million were also given to the head coach, Manu Garba, and N2.5 million each to the two assistant coaches, Nduka Ugbade and Emmanuel Amunike.
The team’s doctor, physiotherapist, secretary, and the Chief Technical Officer received N500,000 each.
The Team Co-ordinator, Media Officer and Curator were given N300,000 each.
The President called the cash rewards "very very little tokens" from the federal government. What is more, he urged state governments, the private sector and public-spirited individuals to follow the federal government’s example and reward the Golden Eaglets.
Jonathan praised the team's dedication and spirit of sportsmanship, pointing out that they brought honour to the nation.
According to the President's words, with the consistent winning of five major tournaments in the last two years, Nigeria had faced its golden era in sports.
He attributed the success in the sector to the pro-active measures and policy action taken by his administration after the the country’s unsuccessful performance at the 2012 London Olympics.
"The victory of the Eaglets was for the whole of Africa and the beginning of the revival in the nation’s sorts sector,” Jonathan said.
The Minister of Sports, Bolaji Abdullahi, mentioned:
"The victorious Golden Eaglets team is not just a team but a project and their winning will not be the end but a beginning of greater victory for the nation."

All branches of Academic Staff Union of Universities (ASUU) will hold their congresses today to brief its members on President Goodluck Jonathan’s offer.
Nigeria public universities were closed down several months ago as a result of the Federal Government’s failure to implement the agreement it entered into in 2010 with lecturers.
There have been a lot of calls to the Federal Government and ASUU to come to a compromise so that students resume academic activities.
Both warring factions had maintained hard stand on the issue as ASUU argued that poor funding was responsible for the dwindling fortunes of education and its attendant poor quality of graduates, while the Federal Government said the university lecturers downed tools over enhanced earned allowance.
The leading members of the Senate and President Jonathan had separate meetings with the union and relevant stakeholders last Monday, in the coruse of which new offers were made to the teachers with a plea for them to re-open universities.
A branch Chairman of ASUU stated that the outcome of today’s meeting of the various branches would be announced to the national leadership of the union, which will in turn convene an emergency NEC meeting between Wednesday and Thursday this week to consider the positions of various branches .
The Chairman, who did not want his name to be mentioned, said:
“It is at the meeting that the various branches will take position and communicate same to the national leadership Monday evening, then an emergency NEC meeting would be convened between Wednesday and Thursday.
“We have not been told of the venue, but we were told to prepare because it would take two days by road from my branch.”
According to his words, calling for a strike or calling it off is not the decision to be taken by the ASUU President (Dr. Nasir Fagge) or the national executive alone.

A 17-year-old secondary school student, Ismaila Suraju, has built a planting machine and a locally-made power generator that uses water and batteries, among others.
The boy doesn't plan to stop, he says his next goal is to build an aeroplane. Ismaila also claims to have a know-how to create a gadget that can frustrate election riggers in Nigeria.
When the student was younger, he had to make a pair of slippers out of a cardboard to protect his feet from the scorching soil of the farm path.
The necessity of protecting his face from the sun also made him create a baseball cap, then cars, train, grinding machines, all with the same cardboard.
Half way through his secondary education, Suraju graduated into using aluminum sheets in making not only miniature automobiles, such as fire extinguishing vans, excavators, but a large size planting machine that can be used for planting, as well.
"Anything I see, I will like to do. We went for competition. I saw some people do a motorcycle they were riding. I said I would do a planting machine in a form of a vehicle that a person can drive. I thought in our country we don't have planting machines. Farmers are suffering. Then I took iron and aluminum sheets. I first did a small one that a small boy can enter. Then I did a bigger one. I used wheelbarrow tyres, iron from metal bed, electric motor and motorcycle gearbox to make it,"the teenager says.
The boy has also built a miniature boat with aluminum sheets and radio motors. Thus, it can move forward or backward when powered by dry cell batteries.
However, Suraju believes that he could do more with if he had better training and access to materials.
A power generator, introduced by the young prodigy, is powered by dry battery cells and water. He showed how to use the generator to charge a cell phone battery and the standing fan he made himself.
What is more, the boy also has the solution that will help to handle Nigeria's electoral malpractices.
The solution is a laptop-like device he fabricated which he calls"electronic voting system". He demostrated how voting is recorded on a pair of screens that look like those of small calculators. The "electronic voting system" is equipped with a central screen made of a translucent plastic with voting approval and disapproval written on either halves of it.
When he inserts a card that has voted into the voting box, the half that disapproves of voting will be lighted from within. If the one that has not voted, but registered is inserted, the half that approves of voting will be lighted.
Suraju has managed to embody several ideas of his and now plans to develop new projects for the benefit of the country.
"I want to be a mechanical engineer. I want technology to go forward in our country, Nigeria. We need to develop technology.I want to make a bigger excavator that human beings can enter, and it will be working,"Suraju says.
Though he has created a miniature airplane, Suraju is confident he can built a big one that will carry people.
Suraju's maternal grandfather Malam Isa, who has raised the young talent, is proud of his grandson and always helps him with money to buy some of the things he needs.

A drunk mother killed her two-month-old daughter at her Maryland home on Saturday morning after passing out while Bosom feeding.
When the baby's father, Dwayne Bryant, tried to wake his girlfriend, Yadina Morales, he found the lifeless body of his daughter trapped under her.

DailyMail reports that the 22-year-old woman, who has been charged with manslaughter, was apparently so drunk she didn't even realize her child had been rushed to hospital.

'We found that the mother was highly intoxicated and had actually been Bosom feeding the child and passed out and ultimately smothered the child,' Sheriff Douglas Mullendore told NBC Washington.
The baby was rushed to hospital but it was too late to save her. A post-mortem examination is now due to be carried out in Baltimore.

According to court records, the baby's father, Mr Bryant, called emergency services who found him screaming in the car park of the couple's home, Business Insider reported.

'She had no idea what was going on. She didn't even know EMS had been there and took her child to the hospital,' a police deputy said in court documents.
A blood test found Morales, who has two other children, was three times over the legal drink-drive limit.
