THE Federal Government will soon roll out an 850-member Special Force security outfit to combat terrorism and other violent crimes in the country.
According to intelligence sources, the plan has already reached a very advanced stage while international involvement in the training and equipping of the forces are also being featured.
A report in the New York Times during the week described the initiative and the involvement of the United States in the training and provision of necessary equipment for the outfit as part of a new US policy designed to assist “weak states” confronting Jihadi militants.
“American officials are putting finishing touches on a plan for United States Army instructors to help train an 850-member battalion of rangers as part of Nigeria’s new Special Forces command,” the report said.

It also quoted some American lawmakers as hinting that “direct American military engagement may have to increase if threats in the region rise,” while also quoting unnamed Western and African counterterrorism officials as expressing worry that “Al Qaeda and other Islamic militants are proving resilient and, in some cases, expanding their influence from Nigeria to Libya and Somalia.”
Reacting to the report, a former American ambassador to Nigeria, Mr John Campbell, in his blog, described the plan as “potentially fateful.”
“It could be argued that US training of a Nigerian battalion might be a way of countering human rights abuses. As the battalion to be trained is new, it should be free of allegations of those abuses. Nevertheless, US involvement in ranger training would tie the United States ever closer to the Jonathan administration in an increasingly polarised pre-election period in which northern Nigerian alienation from Abuja is widespread and accusations of official corruption on a spectacular scale by former governor of the Central Bank, Lamido Sanusi, remain unanswered.
“We should anticipate that northern public opinion — whether Islamist or not — is likely to become even more thoroughly alienated from the United States, which will likely be held responsible for on-going abuses. There is also the risk that US involvement may encourage Jihadists to move away from their current largely domestic focus and towards greater involvement in international terrorism,” Campbell noted.
In a related development, Flintlock 2014, the annual African-led military exercise for interoperability in security, counterterrorism and humanitarian aid, officially kicked off last week with an opening ceremony celebrating the spirit of regional security cooperation.
A press statement posted on the website of the US Africa Command (AFRICOM) announced the commencement of the exercise which it said ends next week.
The exercise — which includes Burkina Faso, Canada, Chad, France, Mauritania, the Netherlands, Nigeria, Senegal, United Kingdom, the United States and the host nation of Niger — focuses on building partner capability to strengthen stability across the Sahel region of Africa. Flintlock exercises have been conducted across north and western Africa since 2005.
“For the next two weeks, more than 1,000 different troops will practise military drills such as airdrops of personnel or equipment, conduct weapons ranges, rehearse small unit tactics and deliver aid to remote areas with limited medical care.
“While not focused on any particular operation or security situation, Flintlock 2014 focuses on the development of the mutual security capacity while strengthening bonds among exercise participants, according to officials.
“US leadership attending the ceremony with their counterparts said they agreed that security was necessary for growth and stability. Special Operations Command Africa Commanding General, Brig.-Gen. James Linder, also attended the opening ceremony activities,” the statement said.
During the ceremony, the Joint Special Operations Task Force – Trans Sahel Commander, Col. Kenneth Sipperly, said, “Although Flintlock is considered an exercise, it is really an extension of ongoing training, engagement, and operations that help prepare our close Africa partners in the fight against extremism and the enemies that threaten peace, stability, and regional security.”
“Working together to guard against the effects of extremism will be realised by the future generations of all our countries.”
The Nigerien Chief of Staff agreed, adding that, “This exercise is occurring at a time when our nations are faced with multiple obstacles within our region which requires strong resolve to confront extremism.”
‘Human butcher’ arrested 
In Borno State, security forces operating with the Multi-National Joint Task Force (MNJTF) said they made sweeping arrests as they repelled terrorists attempting to overrun markets in communities on the outskirts of Monguno and the Nigerian National Petroleum Corporation at the New Marte, Borno State, along the Chadian border.
Among the terrorists held, according to the Defence spokesman, Major-General Chris Olukolade, is a lead specialist in butchering human beings who said he never used firearms but daggers and cutlasses for his assignments.
Olukolade said that over 50 assorted brands of grenades and 11 AK-47 rifles were recovered from the terrorists, while cordon-and-search operations as well as heightened patrols were still on.
FG tackles Borno gov as Gusau takes office
In another development, the Minister of Information, Labaran Maku, on Friday berated the Borno State governor, Ibrahim Shettima, describing his comments that the Nigerian military cannot curtail the Boko Haram Islamic sect as “a misfortune of indiscretion.”
Maku, who was also the Supervisory Minister of Defence, made the remarks during the handing over ceremony to the new Minister of Defence, Lieutenant-General Aliyu Gusau (rtd) and the Minister of State for Defence, Musiliu Obanikoro, in Abuja.
“For many people outside who see the killings that are taking place in the last two weeks, the impression is that the armed forces are doing nothing – even the state governor (Shettima) had the misfortune of indiscretion when he said it would appear the armed forces of Nigeria were not capable of fighting the terrorists. I think that was serious indiscretion.
“I am aware that in the last four weeks, there has been a lot of pressure on the terrorists because the armed forces have been going directly to their bases; and that is why we are seeing a lot of those attacks that come sometimes out of frustration and anger. I know so much is going on and (it) is not something that we will talk (about) on the pages of newspapers,” he said.
He also tasked the armed forces on the importance of loyalty to the constitution and the commander-in-chief. “Loyalty is 100 per cent and cannot be 99 per cent. The most important element of a soldier is his loyalty to the constitution of Nigeria and to the commander-in-chief,” he added.
In his speech, Gusau said the security challenges in the country are daunting but surmountable, noting that “with the help of the Almighty Allah and our collective resolve and determination, we will get to the destination that will give Nigerians the confidence that the country is indeed a safe place for everyone.
Court denies Kogi lecturer, others bail
Meanwhile, the Federal High Court, Abuja, has refused to grant bail to Dr Nazeef Yunus, a lecturer at the Kogi State University, Ayingba, businessman Alhaji Salami Abdullahi and Umar Musa, accused of being members of a Boko Haram cell.
Dr Nazeef, 44, a lecturer in the Department of Islamic Studies in the Kogi State University, is accused of being the spiritual leader of the cell, and was among the suspects paraded by the Department of State Security Service late last year.
The judge, Justice Gabriel Kolawole, predicated his refusal to grant the accused bail on the prevailing acts of the Boko Haram sect in the north-eastern part of the country.
Citing incidences of wanton and mindless killings of guiltless people, particularly the recent killing of scores of students of the Federal Government College, Buni Yadi, by members of the Islamic sect, Justice Kolawole said the court would fall short of dispensing justice if it pretended that all is well in the country.
Though he admitted that granting of bail is at the discretion of the court, which should be judicially and judiciously exercised, he, however, enumerated some of the guiding principles as espoused by the appellate court upon which granting of bail should be premised.
Justice Kolawole stated that the guidelines are by no means exhaustive, but that the nature of charge, severity of punishment, character of evidence (which he noted is a major factor), criminal record of accused person, likelihood of repetition of offence and so on are factors to be considered before bail can be granted.
He stressed that having regard to the mindless campaign of terror by the Boko Haram sect in the past four weeks, “I am a bit constrained that granting the accused persons bail will be very strict; but to do this will lead to the court imposing outlandish bail conditions.”
The judge explained further that granting bail and then imposing stringent conditions that the accused cannot meet up with is like giving a gift with the right hand and collecting it back with the left.
“It is the severity of the crime that matters, and one is hesitant to grant bail. This may not be a period for the court to embark on fanciful and sterile judicial analysis so that the court cannot send out wrong signals,” he said.
The judge said the duty of the court, in view of the peculiar circumstance the country finds itself, is to assist the state to bring the security situation under control, and that issues of national security cannot be regarded as extraneous issues.
The move by the second accused (Salami Abdullahi) to hide under his medical condition to secure bail was thwarted as the court said his health challenge can be handled by a clinic provided he has regular access to medical attention.
In view of the submissions of defence counsel as well as their replies on points of law, “their applications are hereby refused. Court therefore has granted accelerated hearing of the matter. Trial shall commence by March 18, 19, April 3, May 6, 7 etc.”
Specifically, count one of the charge alleged that the accused persons were engaged in clandestine acts that border on terrorism, while count two accused the suspects of procuring and being in possession of two AK-47 rifles, two magazines and 60 rounds of ammunition.
The accused persons were also alleged to be recruiting and organising members of the Kogi Boko Haram cell, while Alhaji Salami was charged with owning a petrol filling station where members of the Boko Haram plan their activities.

The two Canadians on board a Malaysia Airlines Boeing 777 that went missing have been identified.
A passenger manifest posted online identifies them as Xiaomo Bai, 37, and Muktesh Mukherjee, 42.
A multinational search operation was launched after Flight MH370 lost contact approximately an hour after it departed from Kuala Lumpur at 12:41 a.m. (local time) on Saturday. The Beijing-bound flight was expected to land approximately six hours later.
Vietnamese air force planes spotted two large oil slicks Saturday off the southern tip of Vietnam, close to the area where the plane vanished.

Belgian goalkeeper Thibaut Courtois has said he is wanted by both Atletico Madrid and Chelsea, but has not yet made a decision on where he will play next season.
The 21-year-old is yet to play a game for parent club Chelsea as he has spent the last three seasons on loan at Atletico after joining the English side from Genk in 2011.
However, Courtois has consistently stated that he will not go back to Jose Mourinho’s side unless he is guaranteed first team football and with Petr Cech enjoying a return to his best form this season, Courtois would be open to another year in the Spanish capital.

“My agent handles that and tells me what is important. Atletico want me to stay and Chelsea to return. We need to see where I feel best, although I am still not sure and therefore have not taken a decision,” he told Spanish sports daily AS.
Rumours in Spain have also suggested that Real Madrid could hijack any attempt by Atletico to sign the player on a permanent basis.
However, with Atletico and Real set to face each other in a crucial match in the La Liga title race on Sunday, Courtois played down suggestions he could be playing anywhere other than Atletico or Chelsea next season.
“I am concentrated on Atletico and I belong to Chelsea. If anyone in Europe wants to sign me they have to talk to Chelsea and then the English club will decide what to do. Everything has to go through them and if it doesn’t then there is nothing to talk about.
“I have a contract with Atletico until June and then two more years with Chelsea. If any offer comes in, Chelsea have to decide if they want me to leave, but that is not the case. Right now Atletico and Chelsea are the only two teams for me.”
Courtois has the unenviable task of stopping an on-form Real frontline of Cristiano Ronaldo, Gareth Bale and Karim Benzema at the Vicente Calderon this weekend after they each scored twice in Real’s 6-1 mauling of Schalke in the Champions League in midweek.
However, he is confident that Atletico’s more cautious approach could see them get the win they need to join Real on 63 points at the top of La Liga.
“We are different to Schalke. They were very open against Madrid. They left them a lot of space and Madrid have a lot of pace to take advantage of that.
“We know that it will be a very difficult game given the level at which they are currently playing.
“It will be a question of who defends best. We need to be concentrated and tight at the back to keep a clean sheet because we will have our chances going forward. It will be a great game and hopefully we can dedicate a win to our fans

Pandemonium broke out yesterday in Ikoko‑Ilashe community along  the Idiroko border in Ipokia Local Government Area of Ogun State when some  Customs officials shot one dead and injured many others along the Idiroko border.
Vanguard gathered that the  violence  erupted  when some  youths  from three communities of Koko, Alaari and Ilashe resisted men of Customs in the state from evacuating over 900 bags of rice already  stockpiled in a warehouse at Koko village.
An eye witness told Vanguard that the Customs officials started shooting at the youths which hit the youth leader identified simply as Timothy while many, including women and children, were allegedly injured.

Vanguard’s findings showed that a lot of people in the border areas, including school children,  have been attacked by Customs men while chasing suspected smugglers.
It was gathered that the latest development  started late Wednesday afternoon when scores of youths from the three communities blocked all access routes to Koko village where the warehouse was located.
According to the findings, the youths made bonfires  to prevent the Customs officers from taking their wares which they claimed passed through legal routes.
Some of the officers allegedly pulled the trigger and fired the shot which killed Timothy while scores allegedly sustained various degrees of injury.
Contacted, the Customs Public Relations  Officer,  Chike Ngige, confirmed the incident, saying the deceased was shot when he attempted to snatch the gun from one of the officers who fired the shot

A man, identified as Ogadinma Chukwu, has lost his life while having sex with a commercial sex worker at a popular brothel located on St. Michael’s Road, Aba, Abia State.
Sources said the deceased, whom they alleged to be a regular visitor to the brothel, died while romping the prostitute.
It was gathered that immediately Chukwu slumped and died, the prostitute contacted her colleagues and the manager of the brothel who moved his corpse to a sanitary lane at the back of the brothel.
As a result of the development, shop owners around the area quickly closed business for fear of police arrest.
Those who spoke anonymously to our reporter disclosed that some staff of the brothel at about 5 p.m. brought out the corpse through their back door, dropped it at the sanitary lane and disappeared.
When our correspondent visited the area, the brothel was deserted as people were gathering at the adjoining St. Michael’s Road by York Street junction and Hospital Road.

A cross section of sympathisers said the deceased might have died of a cardiac arrest or exhaustion as white foam gushed out of his mouth.
Policemen from the Aba Central Police Station, who conducted a search at the scene, recovered an ATM card, a cheque book, cash of over N200,000 and a Man O’ War Association of Nigeria identity card, bearing the name, Ogadinma Chukwu.
Contacted, the Commander, Man O’ War Association, Aba, Uche Egbuziem, identified Ogadinma Chukwu as a former member of the association, stressing that the deceased and some other members of the group still use their old identity cards.
Abia Police Public Relations Officer, PPRO, ASP Geoffrey Ogbonna, could not be reached for comments at press time, but a senior police officer said the corpse had been deposited in a mortuary.
He said an autopsy would be conducted to determine the cause of the man’s death.

Elder statesman and Ijaw Leader, Chief Edwin Kiagbodo Clark was the guest lecturer at the 7th Distinguished Lecture Series of School of Media and Communication, Pan Atlantic University, Victoria Island, Lagos, last Wednesday. He spoke on burning national issues including the raging Boko Haram insurgency, war against graft and comments that Nigeria may disintegrate before 2015 among others.

CHronicling the history of Nigeria dating back to the 1914 amalgamation of the Northern and Southern protectorates, Clark said that propositions that the nation will disintegrate should be totally disregarded, as what is playing out in the country today is only a tussle for political power.
He said: “We have been together for the past 100 years. It was in 1914 that Lord Lugard amalgamated the Northern and the Southern protectorates. Don’t ask me why the amalgamation because I do not want to dwell on that. But firstly, it is apt to note that there was a true federation particularly in 1961.
Among Dr. Nnamdi Azikiwe, Chief Obafemi Awolowo and the Sarduana of Sokoto, Ahmadu Bello, there was a federation and these premiers agreed that there was going to be a federation where everybody will be equal. We are going to have a federation where every component and region will be allowed to develop at its own pace. Then, these three leaders were able to develop their own region.
“It was in 1956 that the late Chief Anthony Enahoro moved a motion in the Parliament that there should be independence, but the Northerners said no, that we were not ready. So, when they came out of the Parliament, they were booed and jeered at. And the northerners vowed never to come to Lagos again. Then, this was followed up by the independence in 1960, Nigeria did not break.

Even in 1966, five majors in the Army decided to plot a coup that saw many people killed, including Tafawa Balewa, the Sarduana of Sokoto, Chief Akintola, Chief Okotie-Eboh and some soldiers. All these played out and Gen. Yakubu Gowon came into power but Nigeria did not break…
“Even in 1967, there was a civil war which claimed so many lives because the Igbo felt they were marginalized and therefore they fought for a cause. Under Odumegwu Ojukwu, they seceded from Nigeria, but Gowon insisted that Nigeria must remain one. After the war that ensued, Nigeria became more stronger and united, the Igbo were re-integrated into the country because Gowon declared that there was no victor, no vanquished. Since then, so many things have happened, but Nigeria did not break.
“When in 1914 Lord Lugard amalgamated the Northern and Southern protectorates, he did not say one would be superior to the other; he did not say one would rule Nigeria forever.
Massive support
The Northerners have ruled this country for 38 years, military and civilian, whereas others have ruled for just 16 years. The Igbo have just ruled for 6 months, but heaven did not fall. Now that the South-South who has not been there before is now there, heaven wants to fall.”
He recalled the 1979 election, saying the South-South massively supported Alhaji Shehu Shagari, a northerner and NPN candidate, and has always supported the North and other regions for the Presidency noting that there was no reason the South-South, a minority, will not be supported to complete its tenure of eight years in the presidency.

Jonathan has right to re-contest elections: Speaking further, Clark said that Section 137 of the 1999 constitution allows the President to go for two terms of four years each. “So, it is an aberration for anybody to say that Jonathan does not have the right to re-contest in 2015 presidential elections. Section 137 guarantees the President the right to go for two terms of four years.
President Jonathan was only a running mate to the late President Musa Ya’Adua in the 2007 elections. He only contested as President in 2011, therefore, it is a mix-up to say that Jonathan’s tenure started in 2007.”
Obnoxious statements: Describing statements credited to General Muhamadu Buhari, Adamu Ciroma and Asari Dokubo that there will be war if Jonathan wins or does not win the 2015 elections, Clark said they are not enough to break the country.
His words: “So, when you are talking about Nigeria in the shadow of 2015, I am very optimistic that nothing will happen to our dear country. I don’t see Nigeria breaking in 2015. People are just saying this because two American scholars who conducted a research some years back, postulated that Nigeria is in a balance or that Nigeria will break. They based their postulation on jostling for political power and the small arms being imported into this country.
Now certain obnoxious statements have been made by the likes of Buhari, Geidam, Alhaji Suleiman, Adamu Ciroma, Asari Dokubo and others that there will be war, bloodshed, that there will be no Nigeria, if Jonathan wins or does not win the 2015 elections. These statements which support the assertion by the American scholars is not enough to break Nigeria.
Let it also be known that I, E.K. Clark openly responded to the National Assembly, especially the Hon. Aminu Tambuwal-led House of Representatives not to play double standards. When the House ordered the Inspector General of Police to arrest and investigate Asari Dokubo, who was only reacting to the statements of some northern elements who are threatening to make the country ungovernable if Jonathan wins the 2015 election, it was my open letter that made the matter die down till date.”
On Corruption: “Jonathan has done a lot in fighting corruption in this country. Looking at the issue of fuel subsidy, even the son of the former Chairman of his party was prosecuted. But however, I suggest that with the political will he has to fight corruption, that a Corruption tribunal should be set up, to charge criminals who steal our public funds, no matter how highly placed they are. This is being done in other countries.
It pains me that most corrupt Nigerians still work freely in the streets. Rather than keeping shut, they go about accusing the present administration of corruption. Take for instance, the suspended CBN governor, who has been playing a holy than thou attitude, it has just been made known that he was involved in financial recklessness at the CBN. Sanusi should not be allowed to go scot free. He should be made to go to jail, if found wanting after ongoing investigations.
Boko-Haram challenge: Reacting to Tuesday’s killing of students of Federal Government Girls College in Yobe State, by the deadly Islamist sect, Boko Haram, Clark affirmed that all hands needed to be on deck in combating the insurgency which has claimed many lives and properties. He however blamed the insurgency to statements credited to some northerners that Nigeria will be ungovernable if Jonathan wins the 2011 Presidential elections.
“I think the federal government has been making frantic efforts to contain this insurgency. Government recently created a new army division to support the armed forces that are there already. These insurgents are terrorists, because they have already been brain-washed that when they kill, Allah (God Almighty) will reward them after death in heaven, with seven virgins which is all fallacy. One major challenge is the issue of genocide.
