4  Forum / The Buzz Central / GHANA: Judge Wades Into Legalisation of Marijuana on: 20-03-2014 09:39 AM

A Circuit Court judge has waded into the debate on the legalisation of marijuana started by the Narcotics Control Board Executive Secretary, Mr. Yaw Akrasi Sarpong, last week.

Mr Francis Obiri, who presided over some drug-related cases on Monday, suggested
that instead of legalising the drug, which could make matters worse, the country would be better off if the sentence for drug-related offences were reviewed.

Expressing his views on whether Ghana as a nation must legalise the use of marijuana, locally referred to as “wee”, in open court, the judge said, “Someone can embezzle so much funds and can be bailed but somebody who commits a narcotic offence cannot be bailed. It does not make sense.”

He argued that much as he did not condone the use of narcotics, he saw it as unreasonable to convict narcotic offenders who had been arrested smoking may be half or full roll of marijuana with the same severity as someone arrested with hundreds of rolls or known to be a drug peddler or courier.

A fine of say GH¢100 per a roll of marijuana, for example, was more realistic, he said, adding that money could even be raised for the state through such fines.

Mr. Obiri also suggested that those arrested for smoking or possessing marijuana could be made to do community service at a place where everyone could see them, so it would serve as a deterrent to others instead of handing them long sentences.

To him, long sentences, such as one, two or 10 years, burdened the state which had to ensure their upkeep while they remained in prison.

“We can, for instance, put them on community service for one month to pick empty water sachet,” he suggested.

In response to pleas for leniency, Mr Obiri later sentenced a first time accused person who told the court he had two pregnant wives, to a day’s imprisonment and a fine of 100 penalty units. Last week Wednesday, Mr. Akrasi Sarpong told Power FM, an Accra-based radio station, that the “war” waged on marijuana in the country stood to be lost because many people believed “what you are fighting is not crime”.

He was sure that legalising marijuana, like some states in the US had done, would help to regulate its use and reap huge profits for the country.

According to him, the regulation of marijuana use was a headache which must be tackled as a country. He, therefore, called for a national debate on the matter.

5  Forum / The Buzz Central / 'How to end corruption in Nigeria' - Ngozi Okonjo-Iweala speaks with CNN on: 18-03-2014 10:11 AM

Minister for Finance and Coordinator of the Economy Ngozi Okonjo Iweala was a guest on CNN’s Fareed Zakaria GPS programme on Sunday where she acknowledged that there was corruption in Nigeria but said that the fight against corruption must involve every Nigerian...

Full text of the Interview after the cut...

ZAKARIA: Listen in to our conversation. I began by asking her why the central banker was suspended for blowing the whistle.

NGOZI OKONJO-IWEALA, NIGERIAN FINANCE MINISTER: I believe that when you find problems, you should also find solutions. I think the problem began the first time when he said that the amount that was – he never said it was stolen. He said it was unaccounted for, was $49.8 billion. And he wrote a letter to the president; he called me a couple of days after, to say I’ve written this letter. And my first reaction was, that’s not possible. We couldn’t be missing $50 billion as finance minister in this country. We wouldn’t be able to function because that’s too high a hit. Everybody would know it and feel it in the economy.

ZAKARIA: There is some substantial gap.

OKONJO-IWEALA: Oh, yes –

ZAKARIA: Right? I mean –

OKONJO-IWEALA: No, we –

ZAKARIA: – the World Bank, I think when you were one of the managing directors, issued a report on the Nigerian economy in which it said hundreds of billions of dollars over the past 30 or 40 years have been siphoned off. And so this would be a perfect example of precisely this kind of siphoning off.

OKONJO-IWEALA: No. I think we should hold our horses a little bit. Sanusi please ask him never said the money had been siphoned off. He said it was unaccounted for. And hold on. There’s a difference, because when he alleged $49.8 billion – and this was looked at, it was found that some of that money had really been remitted to the tax agency directly and his people were not aware of it. So $16 billion was immediately accounted for that, you know, they didn’t seem to know the accounting mode of the agency, so that’s what I’m saying. But there has been – there’s no doubt that Nigerians feel suspicious of the oil sector, that it has been regarded as opaque over the years and this is not an issue, you know, whether it’s $10.8 billion, whether it’s $1, you know, we can’t afford to lose any money from the treasury.

ZAKARIA: But then why fire the central banker, a respected central banker?

OKOJO-IWEALA: You know, Fareed, what I would like to do is perhaps focus on the economy, because I don’t think I want to get into this issue of firing/not firing. He’s still governor of the central bank. He has been suspended. He hasn’t been fired. But I think we need to focus on the central issue, which is no one dollar should be lost from the treasury. Any money that belongs to it must be remitted. That’s what we’re insisting. And the president, we pushed for – he has ordered one yesterday, that there should be a forensic audit to determine where these moneys, that what is unaccounted for, is it the $10.8 billion that we are saying from the accounts? We’ve been working on this for two years. And you know, is it $50 billion? Is it $20 billion? Is it $12 billion? What is the amount? We need to know for the sake of the Nigerian people and he has ordered that. So we want it to be independent; we want it to be well done, so that we can lay it to rest.

ZAKARIA: So how do we – how do you solve the problem of corruption?

You’ve been in government twice. You have a reputation for being extremely honest. What would you do, if you had a magic wand, if you were president, what would you do to get Nigeria to get this cancer out of its system?

OKOJO-IWEALA: Well, you know, Fareed, you know with that, there are no easy answers. But there’s one thing I want to say and repeat. No one can fight corruption for Nigerians except Nigerians. Everyone has to be committed from the top to the bottom to fight it. And I think there are two key things that need to be done all along, and it’s not just in Nigeria. It’s in many developing countries that you need to do this. But in our country, you need to, coupled with – by all means pursue those who are corrupt, punish them, you know, make sure there’s no impunity. But that has to be coupled with something which doesn’t get as much attention, which is building institutions. It’s unglamorous; it’s work that takes time, but we have to do it. We have to put it in place.

ZAKARIA: I have to ask you a question that is not part of directly your portfolio, but it is your government. Nigeria has always had laws banning homosegxwality. But you advanced a further law which criminalized it so that somebody who is gay would have to spend 14 years in prison. You also have passed – the law says that people who are in some way promoting gay clubs or gay discussion would be imprisoned for 10 years. This seems an assault on a minority’s rights. It also seems an assault on free speech. Why is Nigeria doing this?

OKOJO-IWEALA: Well, let me say this, Fareed, that, you know, we’re here in the U.S. And it took 40 to 50 years or more under conversation of, you know, the gay community to get where the U.S. is. I think that, you know, we need a conversation in the country. We need evolution. Ninety-six percent of people support these laws, but I think we need to unpack the laws, for them to see, you know, between being a gay person and between same-sex marriage because the two are compounded in people’s minds and there’s a strong sentiment against same-sex marriage, just as you had here before. And it’s still evolving. I think it’s a question of conversation, discussion, evolution, education and engagement over time, just as happened in this country and in Europe. It’s not something that happened overnight. So I would say withhold judgment and let us work on this.

ZAKARIA: Madam Finance Minister, pleasure to have you on.

OKOJO-IWEALA: Thank you.

ZAKARIA: And we will be back.

Robin went public in ATL Thursday with 3-year-old Julian at the 20 story high SkyView Ferris wheel.

The singer racked up some miles just to give Julian a thrill. He had flown from Detroit to Atlanta just to ride the Ferris wheel, then hopped on a plane for North Carolina for another concert.

10  Forum / The Buzz Central / "Actresses segxwally Harass Producers To Get Roles", Producer Ken Okafor on: 15-03-2014 09:27 PM

Rumours have been spreading around on how Nollywood producers demand sex from actresses before giving them roles, but producer Ken Okafor said that isn’t exactly true.

Here is an interview he had with Punch NG,

Okafor said,

“When I was shooting my first movie, Dangerous Licence, I got a call from an actress
asking me where I was. I told her I was in my hotel room. She said she really wanted to see me but I told her we would see on set the next morning as it was late at night. She insisted that it was an emergency and pleaded with me to give her the address of my hotel. Reluctantly, I gave her the address. I met her at the bar and she was seductively dressed. She said she needed to be in the movie and came to do her own audition in my room. She said she would have oral sex with me and make my night. I felt pity for her and asked why she was doing this and she said it was the way to rise in the industry. Out of pity, I cast her in my movie and urged her not to let sex become the key to her career. It was quite an awkward moment for me.”

“It is natural and human for a producer to find an actress attractive and ask her out for a date. What I see as segxwal assault is when you are forced to accept such. Producers are constantly segxwally harassed by actresses but we are always quiet about it. However, I am not denying its true existence, it happens.”

11  Forum / The Buzz Central / Popular Ghanaian Boxer, Bukom Banku Apologises to T.B. Joshua on: 15-03-2014 03:52 PM

According to Graphics Ghana, Popular boxer and the managers of Braimah Kamoko, alias Bukom Banku, has on behalf of their ward rendered an unqualified apology to the renowned Nigerian evangelist, Prophet Temitope Balogun Joshua aka T.B. Joshua, over an
unsavoury comments made against the evangelist in the heat of the verbal exchanges between Banku and Ayittey Powers.

In the said comment, Banku threatened to beat the man of God after defeating Powers in their scheduled April 18 slugfest.

Banku’s reference to T.B. Joshua was because his opponent had earlier disclosed that he was a convert of Joshua’s Synagogue Church of All Nations.

In a build-up to his upcoming cruiserweight bout in April 18, Powers disclosed that his Nigerian prophet, Joshua had prophesied that he would defeat Banku.

But Banku did not take kindly to the said prophesy and, in response, said he would knock out Powers in the seventh round and then beat the Nigerian prophet in addition.

“I would beat Ayittey Powers and beat T.B. Joshua,” he stated.

Since Kamoko’s unsavoury remarks, followers of the Nigerian prophet have taken issues with the boxer and called on him to retract and apologise.

Speaking to the Graphic Sports, Kamoko’s manager, Abraham Kotey Neequaye, stated that his boxer had no intentions of disparaging the venerable prophet.

“T.B. Joshua is like a father to Bukom Banku. He has no intention of beating him, but rather beat Ayittey Powers in the ring, come April 18,” he noted.

13  Forum / The Buzz Central / Malaysian Official Confirms That The Malaysian Airplane Carrying 239 Was Seized on: 15-03-2014 10:19 AM

It has been confirmed by the Malaysian government that the missing Malaysian Airlines plane was hijacked.

A Malaysian government official said people with significant flying experience could have turned off the flight’s communication devices, meaning the plane could have flown for up to six hours after it was lost by satellite.

The representative said that hijacking theory was now ‘conclusive’, and police are now believed to be searching the home of one of the pilots.

While Malaysian Prime Minister Najib Razak refused to confirm that flight MH370 was seized, he admitted ‘deliberate action’ on board the plane resulted in it changing course and losing connection with ground crews.

It is not yet clear where the plane was taken, however Mr Razak said the most recent satellite data suggests the plane could have headed to one of two possible flight corridors.

Malaysian authorities and others will be urgently investigating the two pilots and 10 crew members, as well the 227 passengers on board.
