21  Forum / Naijapals Base (Metro life) / Kanye West Takes 'Drastic Measures' to Beef Up Daughter North's Security as he ' on: 5-06-2014 07:16 AM

Kanye has expressed his concern in the past over his daughter North's safety in the public eye. And now he apparently is taking 'drastic measures' to protect his little girl with wife Kim Kardashian.

36-year-old Kanye, according to a new report on RadarOnline, was upset over all pictures taken of the 10-month-old during his and Kim's wedding festivities last month, and he is motivated to take extra precautions to keep her safe. A source close to Kanye told RadarOnline:
'Kim and Kanye have been arguing over all of the exposure North got during the wedding. He was frustrated that the baby was in public so much and he wants to make sure that now that all of those festivities are over that she’s protected. He’s genuinely afraid for her safety and doesn’t want people to be able to track her every move.'
The first-time father is exploring various options to better protect the tot.
'He is talking to other really rich and famous people about how they keep their kids safe and what extra precautions he can take. He isn’t taking any chances.'

Kanye has been been absent from Kim's hugely popular reality show for some time, only appearing briefly when the pair first went public with their relationship last year. Kim had also made it clear last year that despite filming the lead up to her dramatic emergency delivery on June 15, their baby would not star in the show like the rest of her extended family.

24  Forum / Naijapals Base (Metro life) / UPDATE! No More Pension for Former Governors, Lawmakers to Operate on Part-Time on: 5-06-2014 07:03 AM

Below are the serious conclusions that have been reached at the National Conference:
No more pension or severance pay for former governors. Except otherwise decided, henceforth, legislators at national and state levels would operate on part-time basis.

This was the decision of the on-going National Conference on Wednesday based on a recommendation by the Committee on Public Service headed by Engineer Ebele Okeke with Amb. Adamu Aliyu as deputy chair.

Conference also decided that payment of pension, life insurance and severance allowances where such existed are to be cancelled in line with what has been described as global best practices.
The Committee also asked the Conference to adopt its suggestion that henceforth, no political appointee, from ministers to commissioners and local government chairmen should employ special advisers, special assistants, and personal assistants or make any such appointments by any name called.

Instead, as a cost saving measure, such political office holders should utilize the staff of their ministries where it becomes necessary, as contained in Circular Reference Number B63833/73 of January 3, 2000.

Former lawmakers at the Conference were quick to kick against the decision on the grounds that holding a political office is not the same thing as being a career public servant; and that the Legislature as presently constituted is operating on part-time basis because members do not sit for a whole week.

It was also decided and adopted that each state of the federation should have its own State Character Commission to protect the interest of minority ethnic groups in the state.

This implies that minority groups in states of the federation would soon enjoy equal treatment in appointments into public service of their different states.

Conference said its position is meant to address the obvious restrictions to the application of the Federal Character Principles at the state and local government levels.

Conference also accepted the recommendation that transfers into the directorate level of the civil service from outside be prohibited while there should be mandatory training as a basis for consideration for promotion to the middle management level of the service.

It was also decided that there is need for the civil service across the nation to operate common rules and practices so that the citizenry is not confronted with different procedures when dealing with each arm and tier of government.

The Committee’s recommendation that retirement age for civil servants, in line with what it calls international best practice, be fixed at 65 or forty years of active service; from the present practice of 60 years of age or 35 years of service was rejected by the Conference.

The argument was that those who have clocked 35 years in service or were 60 years old should give opportunity to younger ones with fresh ideas so that the service is not stagnated.

Conference also accepted unanimously the Committee’s recommendation for the creation of a separate Foreign Service Commission with a chairman and six commissioners, one of whom should be from each of the six geo-political zones.

For the disabled persons, the Conference adopted the Committee’s recommendation that efforts be made by government at all levels to make public offices disability-friendly by providing special access facilities in line with international charters and treaties.

It was also agreed that government at all levels should add allowances equivalent to Salary Grade Level 6 to the pay of each of the Persons Living with Disability to enable them employ an aide.

For efficiency in the public service, the Committee also recommended appointment of Secretary to Government of the Federation based on managerial capacity and rich civil service experience which it said can only be sourced from the pool of retired top civil servants.

It recommended the need to minimize disparities in the public sector pay, particularly between political appointees, public officers, civil servants and the staff of parastatals while emphasizing a friction-free relationship between the political leadership of ministries, departments and agencies and their top civil servants.

As another cost-saving measure, the Committee recommended amendment of Section 147(3) of the 1999 Constitution which demands appointment by the President of at least one minister from each state of the federation.

Instead, it asked that the section be reframed to indicate that the President shall appoint not more than one minister from each state of the federation.

This recommendation is expected to restrict the President from appointing six more ministers from each of the six geo-political zones as has been the practice since the provision does not limit the president from appointing more than one minister from a state.

Full implementation of the Integrated Personnel and Payroll Information System (IPPIS) to ensure payroll integrity and eliminate ghost workers in the civil service, parastatals, the Legislature, the Judiciary, the military and para-military was also recommended.

Describing the budget as a major tool for attaining government’s socio-economic development objectives through sectoral allocation of financial resources, the committee said doubts have been raised recently on the efficacy of budgets.

It said these concerns have led to the rethinking of budgeting and financial management systems and has constituted one of the major pillars of public service reforms.

Going further, the Committee said the essence of budget reform and expenditure control is to make budget systems more transparent and ensure a more strategic approach to resource allocation and management.

In order to strengthen the budget performance and expenditure management process, the Committee recommended the establishment of a national framework for monitoring and evaluating budget performance.

It also recommended that every Appropriation Bill sent to the National Assembly should include key performance indicators and effective sanctions for non-performance.

In the fight against corruption, the Committee tasked anti-corruption agencies to ensure that every anti-corruption fight addresses the root cause of corruption such as poor remuneration in the public service, lack of social security, degenerated value system that encourages wealth accumulation and lack of social security.

The report called for diligent prosecution of all cases of corruption and, particularly, the creation of special courts for speedy determination of corruption cases; while also emphasizing the need for monitoring of the lifestyle of public officers and enforcement of the provisions of Code of Conduct Bureau.

On incentives for public servants, service welfare and productivity, the Committee said the civil service is simply bereft of any meaningful benefit, especially since the implementation of the monetization policy.

It observed that retirees under the old pension scheme have been exposed to a lot of hardships due to irregular payment of pension and gratuity; a situation it said has been compounded by non-compliance with the constitutional provision for periodic review of pension.

In its recommendations, the Committee said anyone indicted for corruption in relation to pension administration should be promptly brought to justice.

The Committee urged the Conference to demand that relevant sections of the Pensions Reform Act which requires that investment of part of the funds from the Contributory Pension Scheme in real estate sector to boost availability of mortgage be adhered to.

It said operations of the National Health Insurance Scheme be overhauled because contributors to the scheme are currently left without coverage as their health requirements and those of members of their families “are just not being met under the Scheme.”

On labour issues and the minimum wage, the Committee recommended that since the minimum wage is fixed at a level just above the poverty line, and it is the duty of the Federal Government to ensure that the pay of every Nigerian is above the poverty line, it was necessary to have it retained in the Exclusive Legislative.

It was the recommendation of the Committee that a new sub-section be introduced in the 1999 Constitution that would compel government to review public sector pay every five years to take cognizance of trends in the cost of living.

In addition, it said a new study of job content and pay structure of both the public and the private sectors should be swiftly undertaken to ensure that comparable work in the public sector vis-à-vis the private sector attracts comparable pay.

As a premise for harmonization of pay in the paraststals and agencies with what obtains in the civil service, the Committee called for immediate job evaluation in the entire public service.

This, it stated, would not only restore relativity between the pay in the parastatals and agencies vis-avis that of the civil service, but is also capable of reducing the size of the recurrent budget.

26  Forum / Naijapals Base (Metro life) / Republic Of Biafra: What Do The Igbos Want By Peregrino Brimah on: 5-06-2014 12:38 AM

The national conference has processed an extension. So far, many things have been deliberated during the ‘great conference,’ including state derivations, and of course the nature of Nigeria. Different participants selected by the Nigerian president who are meant to represent their constituencies have declared their positions on the various national issues. Of interest in this conversation is the desire for regionalism, region state-hood and true federalism.

What have we heard thus far from the conference? I seek my readers’ indulgence if I missed some things, but the one thing I am yet to hear from the national conference is the word, ‘Biafra.’ I have heard Oduduwa, in fact the Yoruba delegates were frank, brazen and deliberate on their position for the liberation of Oduduwa republic in Nigeria’s south west. Upon deliberation, they shifted their position, saying at the very least, they will accept true federalism and a Yoruba national region, no less. According to the Afenifere, “it is either Regional Autonomy or nothing.”

From a key player northerner delegate, the Lamido of Adamawa, Alhaji Muhammadu Barkindo Aliyu Musdafa, I have heard a firm demand on behalf of northerners he represents and northern leaders he says may not say so in public due to their compromised obligations to the president who invited them, of a quest for true federalism with as he put it, ‘100% resource control.’

But scouring the submissions of prominent Igbo leaders at the conference, I am yet to hear or read of a demand for an eastern region, true federalism with regional autonomy or Biafra republic.

I think we must be candid to solve the deadly problems of Nigeria. We all know that the representatives at the national conference are ‘friends’ of the president Mr. One Nigeria, however despite that the Yoruba ‘friends of the president,’ came out to declare what they want without compromise. Northern leaders did likewise. But what’s really up with the Igbo and South eastern delegates? We need to tell ourselves the truth. The Igbo youth who clamor for certain things and fire up the polity must address these issues with their state governors, regional senators and so-called leaders who represent them. It is time each individual in Nigeria takes up issues not simply by blaming and targeting the ‘other region,’ and the president, but looking inwards at the people who represent them at the community, state and regional level. Boko Haram is a shortcoming not only of Abuja but also of Borno.

Some of us are very apologetic for the happenings of the past. We apologize without reservation for the pogroms, for Biafra war. If we can pay money as restitution, an account should be opened to that effect and we will donate money to placate the victims for the atrocities we did not participate in, yet we accept responsibility for being citizens of Nigeria. If we can adopt orphans of the Biafran war, please let us know. But while these grievances are in order, the youth agitating for self determination should channel these requests in cordial manner through their leadership or elect to denounce and reject such leaders. How can people who wish for true federalism or state-hood support Mr. One Nigeria to the teeth? This is mischievously dishonest and threatens the intellect.

Nigeria is almost completely united in a desire to regain peace and progress and move forward. Nigerians and the entire world community are united in the rejection of the present grossly corrupt and dangerous leadership who have created the worst climate of terror, insecurity, hopelessness and corruption in the nation in its 50 year history. The world is ready to send the executive perpetrators to the Hague where they belong. But a handful of rather loud adherent supporters of Mr. One Nigeria who hail from Igbo land are the only individuals left who staunchly appear to support this failed, most corrupt, dead-spewing leadership, yet from the same mouth, claim they desire regional autonomy.

To my Igbo brothers, I say, which one you dey? The key to Biafra as a republic or an autonomous region is not in my hands, it is in the hands of your regional leaders, governors, senators and ultimately in the hands of President Goodluck Ebele Jonathan. Stand for what you believe in or don’t stand at all, but please stop delaying Nigeria as a nation or great regions/nations’ true quest for progress and definition. The northerners too who refuse to understand that the present equation simply leaves them as one of the poorest spots on the entire planet and the most terrorized of God’s creations, must also sit up and stand up to their leaders who have failed them beyond measure. This is the simple truth. It is time for mutual respect toward mutual and individual peace and progress.

Please forgive me for anything I have presented which may affect anyone’s sensibilities. I don’t see nations or tribes; I see people and people-nations. I am pro African Unity and less interested in how Nigeria is configured, and only interested in how peace, opportunity, equality, security, hope, global respect, sense and true sovereignty under God for one and all can return to all the people.

27  Forum / Naijapals Base (Metro life) / Sick Cameroonian Woman Dies After Deliverance At TB Joshua’s Scoan Church on: 5-06-2014 12:36 AM

T.B. Joshua has come under intense pressure in recent months with the death of a Cameroonian woman shortly after she was said to have been healed by the prophet.

The woman had arrived Nigeria via Aero Contractors Airlines for healing in T.B. Joshua’s church in January this year. She had been sick for some months and hoped T.B. Joshua could be the solution to her problem.

She met T.B. Joshua during a deliverance service in the church and was purportedly healed. But she died two days later in Lagos on 21 January.

After her death, Aero Contractors Airlines refused to refund the money to the relatives and insisted that they must use the ticket, even after they had paid for the remains of the woman to be airlifted to Douala.

Eventually, the airline gave relatives a ticket voucher and removed some charges, reducing the money to less than what was paid. The deceased’s corpse was taken back to Cameroon and she was buried in March 2014.

30  Forum / Naijapals Base (Metro life) / Two 12yr old girls stab classmate 19 times to prove ‘Slender Man’ myth was real on: 5-06-2014 12:27 AM

Two 12 year old girls, Anissa Weier (pictured left) and Morgan Geyser (pictured right) lured their classmate, another 12 year old, into the woods last Saturday after a sleepover, where they stabbed the girl 19 times hoping to kill her so they could join the cult of the ‘Slender Man’ after reading about him on the internet. Thing is; ‘Slender Man doesn’t exist. It’s a mythological horror creature that was created by a website in 2009. The gholish child killer has since become a viral sensation.

But the little girls believed so much in it they planned their friends murder for months. Fortunately the girl didn’t die but Morgan and Anissa are being tried as adults and face 65 years in prison. Read the full story after the cut…

Mythical figure ‘Slender Man’ picturedove ab
Two 12-year-old girls who are accused of viciously stabbing a classmate 19 times have been identified for the first time publicly since telling police that they plotted for months to commit murder.

Morgan Geyser and Anissa Weier face attempted murder charges after attacking their friend, saying that they did so because they wanted to join the cult of the ‘Slender Man’ after reading about him online.

The girls told investigators they believed the Slender Man was real and they wanted to prove it by slaughtering their friend after inviting her for a sleepover in the Milwaukee suburb of Waukesha, Wisconsin.

The two suspects the knife back and forth between them before one girl held the victim down and the other stabbed her 19 times. It is not clear which one held the victim down and which had the knife.

One girl told detectives she regretted it and the other said she was sorry.

Morgan with her lawyer
Geyser and Weier told police they read about the fictional character on a website known as Creepypasta Wiki, where scary stories are submitted by users. One of the suspects is understood to have told police a user must kill someone in order to climb into the Slender Man’s realm.

When the victim escaped in the midst of the assault, her assailants grabbed her and pulled her into the woods and told her to lay down and be quiet, hoping she would bleed out and die, according to court documents.

She eventually crawled out of the woods, covered in blood after being stabbed in the legs, arms and torso. A passing cyclist saw her and called police. The girl was taken to the hospital and is expected to live, despite being stabbed a dozen and a half times.
Surgeons say she was a ‘millimeter from death’ – one of the stab wounds nearly sliced open a major artery.’It was weird that I didn’t feel remorse,’ one of the girls told detectives.
‘The bad part of me wanted her to die, the good part of me wanted her to live,’ the other girl said.
Both girls are charged as adults with attempted pre-meditated murder. If convicted, they face 65 years in prison and are being held on $500,000 bail each.
The criminal complaint spells out how the Geyser and Weier initially planned to put duct tape over their friend’s mouth while she was sleeping and then stab her in the neck as she lay in bed, but then they thought that a bathroom would be a better scene for the crime because it would be easier to clean up after, according to CNN.

They opted against both of those theories, however, and chose to go for the attack during a game of hide and seek at a nearby park.

This is the first known appearance of the ‘Slender Man’ online – Photoshopped into a picture 2009 – it has been a viral internet phenomenon ever since
As they left for the park … (the victim) was walking in front of them and Geyser lifted up the left side of her white jacket and displayed the knife tucked in her waistband. Weier stated she gave Geyser a look with wide eyes and, when asked what that meant Weier stated, “I thought, dear god, this was really happening,”‘ the report states.

The girls were found walking near an interstate highway shortly after their victim was rescued. They had a backpack full of snacks and a five-inch knife.

They decided to put it off, but the next day, during a hide-and-seek game in a wooded park, they attacked their friend with a knife. One girl told the other to ‘go ballistic, go crazy,’ according to the complaint.

Police survey the woods where the victim emerged

The victim began to scream that she hated them and started stumbling away, one of the girls told police.

The girls left the victim lying in the woods. She crawled to a road where a bicyclist found her lying on the sidewalk. Police arrived and she gave them the name of one of the girls who attacked her.

She was rushed into surgery, police said.
One of the girl’s attorneys, Donna Kuchler, asked Pieper to remove reporters from the courtroom because she planned to attempt to get her client waived into juvenile court. Pieper refused. Kuchler escorted the girl’s family out of the courtroom, telling reporters only that the family was horrified at what happened.
The other girl’s attorney, Joseph Smith Jr., led her family out of court. He declined to comment.

Both girls are due back in court on June 11 for a status conference.
