   1st clause or Establishment clause: The government will not establish a state religion or impose a state ideology

2nd clause or Free Exercise Clause: Every citizen has a right to practise religion of choice or believe in any ideology of choice.

Considering the case of this pastor the government is already violating his free exercise Clause while respecting that of homosegxwals.
