The Federal Government of Nigeria, on Monday, agreed to pay a total of N88bn for the complete destruction of the remnants of landmines and bombs used during the Nigerian Civil War.

The said amount is also for other purposes, including compensation of the victims, and the reconstruction of public buildings in some parts of the states affected by the war.

Of the N88bn, the sum of N50bn is for the compensation of the victims, while N38bn is for the purpose of the destruction of the landmines and rebuilding of public buildings affected by the war, which took place between 1967 and 1970, mainly in the South-East geopolitical zone and some parts of the South-South and the North-Central geopolitical zones.

About 493 victims of the war were said to have been enumerated.

The affected states are the five states in the South-East – Imo, Anambra, Abia, Ebonyi and Enugu; four states in the South-South – Akwa-Ibom, Rivers, Delta, Cross River; and Benue State in the North-Central.

This agreement was part of the resolution reached by the Federal Government and other parties in a suit filed on behalf of the victims and adopted on Monday by the Community Court of the Economic Community of West African States in Abuja as its judgment.

The suit, filed by 20 plaintiffs, led by Vincent Agu on behalf of other victims and their communities, was marked ECW/CCJ/APP/06/2012.

Parts of the terms of settlement read, “That the Federal Republic of Nigeria undertakes to complete the de-mining and destruction of land mines and bombs in the Nigerian Civil War affected states of South-East, South-South and part of the North-Central geopolitical zones of Nigeria as contained in Schedule 1 to this Terms of Settlement.

“That the Federal Republic of Nigeria undertakes to pay, without delay, compensation in the sum of N50bn in full and final sum to the victims, their families and communities as contained in Schedule 4(1) to the Terms of Settlement.

“That the Federal Republic of Nigeria undertakes to pay a total sum of N38bn as contained in Schedule 4(2) to this Terms of Settlement for the purposes of carrying out total demining and destruction and rebuilding of public buildings. Construction of classrooms, provision of prosthetics etc. and all other activities enumerated there under.

“That the Federal Republic of Nigeria undertakes to mobilise the 4th and 5th respondents back to work to complete the final phase of the ongoing removal and destruction of post-war lethal materials, the 4th and 5th respondents, having satisfactorily carried out the first phase of the contract.

“That the Federal Republic of Nigeria undertakes to set up in the South-East, the National Mine Action Centre in Owerri, lmo State of Nigeria.”

The document containing the terms of settlement signed by all the parties to the suit was adopted by the ECOWAS Court as its judgment.

The suit was filed on May 2, 2012 by 20 plaintiffs, led by Vincent Agu, who had sued for themselves and as representatives of the victims of the war, “including the 493 victims pre-enumerated by the Ministry of Defence through RSB Holdings.”

The document was signed on behalf of the plaintiffs by Chief Noel Chukwukadibia, Alex Williams and Chiemeka Okereke.

Prominent lawyer, Mr. Femi Falana (SAN), and Mr. Shola Egbeyinka, signed the document on behalf of the Federal Government, while Mr. Charles H. T. Uhegbu and Solomon Chukwuocha signed on behalf of the two de-mining companies.

Also, Dr. Charles Onuoha, Chief Alams Chukwuemeka, Moses Emeanuru and Ijeoma Ufom signed on behalf of stakeholders/interested parties.

Alvaro Morata says he cannot see himself living in London very long, admitting he finds England’s capital “stressful”, ahead of returning to Italy for Chelsea’s clash with Roma.

The striker left Juventus in 2016 to re-join Real Madrid after the Spanish club activated a buy-back clause in his contract, having won two Serie A titles and helped Juve reach the Champions League final in his two years in Turin.

Despite struggling to earn regular first-team opportunities at Real Madrid, Morata has quickly got up to speed with the Premier League since moving to Chelsea – scoring six goals in nine appearances – but it is the pace of life off the pitch which is taking its toll on the forward.

“I’m fine,” Morata told Italian newspaper La Gazzetta dello Sport. “I live in downtown Chelsea. London fascinates me with its multi-ethnicity, the coexistence of cultures and religions, but I do not see myself living here for very long. Too much, too much stress, too many metropolises.”

Morata, whose wife is Italian, felt he arrived at Juventus “a boy” but left as “a real player”, admitting the environment was perfectly suited for him – and not one he wanted to leave in order to return to Madrid.

“Italy for a Spaniard is the best country to live,” he said. “You have everything: beauty, history, art, cooking, fashion. I would never have left Italy and Juve.

Antonio Conte says Chelsea must fight to transform their season in a pivotal week ahead.

Morata missed out on the chance to work with Chelsea head coach Antonio Conte at Juventus as the player’s arrival in 2014 came shortly before the Italian’s exit, but the lure of playing under Conte was the decisive factor in moving to Stamford Bridge.

“I came here because there was a coach like Antonio Conte,” Morata added. “We started talking about my eventual transfer last spring and finally I really landed in London. ”

Morata, whose wife Alice Campello is Italian and moved to London with him, admitted he regretted leaving Juventus to return to Madrid – explaining the environment in Italy was perfectly suited for him.

Recall,  the Nigerian filmmaker encouraged young Nigerians to take pride in their own works and not be swayed by the lavish facade celebrities pull on their social media.

“Garb yourself with some self-esteem, self-confidence and self-pride. We are all poor. Us and the celebrities. All the celebrities in Nigeria,” said the writer-cum-filmmaker who is famous for speaking his mind without bothering with filters.
Using Don Jazzy as an example he wrote;

“Every celebrity in Nigeria is broke. They are like me. They don’t have the money they tell you they have. Many of them I have seen their bank statements. I don’t care if they start avoiding me now. 14-year-old Vlada Dzyuba, a model who was on a three-month ‘slave labour’ contract assignment in China, reportedly slumped and died moments before she was due on the catwalk.

Doctors allege that Vlada who had no medical insurance after being recruited by the agency, died of meningitis made worse by “utter exhaustion”. The model slumped while taking part in a 13-hour Asian fashion show in Shanghai and never regained consciousness, and reportedly died two days later.

“Minutes later she collapsed and was unconscious,” reported The Siberian Times.
“An ambulance was called but she died on Friday after two days in a coma.
“The preliminary cause of death is meningitis compounded by severe exhaustion.”

Her distraught mother Oksana who also has a young baby, said she sought visa to be with her daughter but could not get it before her child died.

“She was calling me, saying ‘Mama, I am so tired. I so much want to sleep’.
“It must have been the very beginning of the illness…
“And then her temperature shot up.
“I didn’t sleep myself and was calling her constantly, begging her to go to hospital.”

The head of the Perm modelling agency behind her trip, Elvira Zaitseva, said:

“No-one expected it to lead to such consequences.
“We are now reaping what we have sown.”

Millions of euros of assets belonging to the son of Equatorial Guinea's president were ordered to be seized by a French court that found him guilty in absentia on Friday of using money plundered from his country to buy property and luxury cars.

The Paris court found Teodorin Obiang, 48, guilty of embezzlement, and ordered the confiscation of more than 100 million euros worth of his French assets. Obiang denied the charges. Obiang, eldest son of President Teodoro Obiang and a vice president himself, was also handed a three-year suspended prison sentence and a suspended 30 million euros ($34.78 million) fine.

His father, President Teodoro Obiang Nguema Mbasogo, has ruled Equatorial Guinea - a former Spanish colony - for more than three decades, making him one of Africa's longest-serving leaders, and rights groups have labelled his administration as one of the world's most corrupt.

Kano has recorded it’s first Monkey Pox case at Tiga General Hospital in Bebeji Local Government Area of the State. However the patient from Nasarawan Kuki village, reportedly fled from the hospital on Wednesday night after being diagnosed of the disease.

A source who pleaded anonymity said;

“He was quarantined here in order to avoid spreading disease, but he absconded from the hospital last night.

A Nigerian previously accused of swindling Citibank of millions of dollars was on Wednesday (Oct 25) charged with money laundering.

Paul Gabriel Amos, a 46-year-old Singapore Permanent Resident, was believed to be involved in a scheme to dupe Citibank in New York into transferring US$27 million (S$36.8 million) from an account held by the National Bank of Ethiopia (NBE), the country’s central bank.

The money was wired to accounts that Amos and other conspirators held around the world.

Amos faces nine charges in Singapore - eight under the Corruption, Drug Trafficking and Other Serious Crimes (Confiscation of Benefits) Act and one under the Penal Code for receiving stolen property involving nearly S$2 million.

He has also been charged with three counts under the Road Traffic Act, including for dangerous driving and driving without a licence.

On Oct 2, 2016, Amos’ bright blue Lamborghini was caught on camera speeding and zipping between cars, causing near-accidents along East Coast Parkway. The incident, which was captured by a car’s dashboard camera, went viral online.


The scheme to trick Citibank in New York City took place from September to November 2008.

Amos and his co-conspirators allegedly forged NBE documents and sent them to Citibank, instructing the bank to wire funds from NBE’s account to various accounts controlled by Amos and his co-conspirators, the US Attorney’s Office said.

Citibank wired US$27,167,078 to those accounts before the fraud was discovered.

In October 2008, Amos facilitated the transfer of S$987,526.40 into an OCBC account in Singapore to help a person known as Robert Umohette “retain (his) benefits from criminal conduct,” according to Singapore court documents.

Days later, Amos received S$426,995.55 – allegedly stolen – in a Singapore DBS account. He is accused of transferring S$300,000 to a Citibank Maxisave account, and spending another S$60,000 on “personal expenses” as well as S$31,400 on a deposit for a BMW car, court documents state.

In November 2008, he allegedly used his ill-gotten gains to pay a “supplier” S$280,000, and IT firm Axon Consulting S$2,128.

Amos was arrested in Los Angeles in January 2009 when he tried to enter the US.

According to a press release by the United States Attorney’s Office in February that year, he was indicted “in connection with an elaborate, internationally coordinated scheme … to ‘take over’ an account at Citibank in Manhattan belonging to the National Bank of Ethiopia” to steal more than US$27 million.

Amos is married to a Singaporean, and his two children aged 12 and 13 are also Singaporean. His defence lawyer KR Manicka said Amos is not a flight risk and he was on Wednesday offered bail at S$150,000.

The case will be heard again on Nov 22.

If convicted of offences under the Corruption, Drug Trafficking and Other Serious Crimes (Confiscation of Benefits) Act, Amos could face up to 10 years in prison and/or a fine of up to S$500,000 per charge.

If convicted of dangerous driving, he faces up to one year’s jail and/or a fine of up to S$5,000.

On the 7th of October, there was a report of a Beautiful bride, a 300 level Economics student of Benue State University, Makurdi, who was spotted writing an exam in her wedding gown.

The bride, Identified as Dooshima Aondaver Moses, created a scene as she sneaked out of her wedding to take an examination in her wedding gown. She speaks with JOHN CHARLES of PUNCH on why she decided to abandon her husband and other guests for the examination hall. Excerpts:

When did you start planning for your wedding?

The whole thing started in 2016. That was when both of us, my husband and I decided to settle down as husband and wife. As a graduate of the same department, my husband understands everything very well, so we were working with the academic calendar. The wedding was supposed to come up in the first two weeks of the second semester of 300 level when there would not be much academic activities.

Unfortunately, the university had an internal crisis which led to the closing down of the university for three months and when we resumed, we thought that the wedding would still hold after the examination but shortly after the local strike was called off then came the national ASUU strike. We still thought that the strike would drag until after our wedding but lo and behold, the strike was suspended, all these changed the academic calendar.

But why didn’t you shift the wedding date?

There was no way we could have called off the wedding because all arrangement had gone far and families and friends from far and near had been informed. So it became extremely difficult to cancel it as many people from Lagos, Abuja and other places had been informed of the October 7 date. So calling off the wedding would have disrupted other programmes. At the time the national strike was called off, the time table for the exam was released.

At the time the time table for your exams was released, what efforts did you make to convince your department to give concession to you?

The time table was released immediately the national strike was called off. Although I informed the department but they told me there was nothing they could do. They said since the time table was already out, there was no time for me to lodge any official complaint. They said if that had happened before it came out, the department might have considered that. Again, the problem is that I was so busy making arrangement for my wedding. It was the same week that we did the traditional wedding, court marriage and church wedding. I decided to go ahead with the marriage and at the same time prepare for my examination.

What was the course you did that day with your wedding gown on?

International Economics and I did it well to the best of my knowledge.

How did you cope preparing for your wedding and your examination at the same time?

Actually, it was not easy for me. I tried to strike a balance by running around and at the same time reading for the examination, it was not easy at all but one thing that kept me going was the fact that I had made up my mind not to carry over any course because of my marriage. So, that decision was my soothing balm.

At what point did you leave the wedding venue for the examination hall?

We had concluded the church ceremony because the marriage was held at Good News Chapel, Benue State University. We were at the reception and shortly after we entered the venue, I had to excuse myself and the train and quietly sneak out, pretending to go to ease myself. Although a few of the bridal train are my course mates, so as I sneaked out, so also my course mates who were in the bridal train. We all rushed down to take the exam.

What vehicle brought you to the exam hall?

It was the same vehicle that I used for the wedding that brought me. The point is that my husband, close family and friends were aware of the plan; so right from the church service, we had to rush the programme, the pastor that officiated our marriage, Pastor Jude, was also aware of the arrangement, he tried to minimise the service until we got to the reception. A few of the officials at the reception were aware of the arrangement.

For instance, the chairman of the reception while addressing the crowd, noted that everything had to be done moderately because the couple needed to meet up with other pressing matters. He did not mention it particularly.

As the reception was in progress, my husband and I were watching ourselves and checking time intermittently so as not to be late to the exam hall because Economics department is very strict with examination guidelines. So knowing this, I was very conscious of time.

You know that many of my course mates were also at the reception, so all of us were cautious of time; in fact, many left the reception before me.

But it is assumed that weddings should be savoured to the fullest without any distraction; didn’t you see it that way?

Well, I see marriage as a lifelong enjoyment, so I did not want to use one to jeopardise the other. It is true it was the day of celebration and many people were at the reception to celebrate me, but I had another important thing which was my examination.

Your paper was fixed for what time?

It was scheduled for 3pm to 6pm that Saturday, it was a three-unit course.

At the time you left the reception, what was the reaction of people and did your husband also follow you?

Well, few of my relations as I earlier said were aware of it, but I learnt there was tension when other guests did not see the bride again, according to what they told me. But gradually, the crowd thinned out; so there was no problem at all but my husband remained behind at the time I left together with a few of the bridal train who are my course mates.

Was there distraction at the time you entered the examination hall?

Since all of them were aware and most of them attended the wedding, there was no distraction at the time I entered the examination hall.

You were not afraid that anything could have happened as you left your husband at the reception?

Nothing could have happened because it was our plan not to rob Paul to pay Peter. A pastor named Isaac was the one who drove the car that day; four of my train were in the same car that brought me, so all of us walked into the examination hall including the pastor.

Was there no time for you to change your wedding gown to normal dress at the time you came to the campus?

Actually, when I came in, I tried to manage the time. Ordinarily, the department has a dress code while coming to class but having eaten into the time, there was no time for me to go and change my dress, after all they were all aware of the wedding ceremony. I am sure that was the privilege they gave me to take the exam.

Since you said that you were in the examination hall throughout the duration, it means you could not go back to the reception?

My plan initially was that I would do the paper and rush back to the reception. Unfortunately, by the time I finished, the whole thing had ended. When I called my husband, he said he was already in the hotel sleeping.

Now that the day had come and gone with the drama created by your action, how will you describe the day?

October 7, 2017 will remain evergreen in my life, a blessed day because it is every woman’s dream to get married. I can not forget the day because the wedding coincided with my examination which I was able to take.

Your examination is still on. As a new couple, you ought to be in honeymoon now.

(Cuts in) To me, I see every day in marriage to be honeymoon, not just to set a few days off for honeymoon. I think what honeymoon means is for your spouse to pet you, kiss you, hug you, take you out and all that but to me, life is in stages. So whatever you have to do, it is better for one to do it well. So for me, honeymoon is a lifetime experience.

Do you have advice for those planning similar thing in future?

My advice to young ladies is to be determined because the way to success is not easy. One needs determination, discipline and focus, because for me, forgoing reception for examination is discipline. I was determined not to fail as any other person could have said there is no big deal, I can carry over the course, but for me, I didn’t want to carry over the course because I have no reason to. Despite the fact that it was a celebration day, I needed to do what was the most priority on my list which was my examination. We should not take things for granted, when it is time to do something, it is better to do it.

Security details attached to a former Nigerian First Lady, Patience Jonathan, allegedly beat up a Deputy Director of FCT Department of Development Control at the site of a building under construction which belong to her.

Saharareporters gathered that the incident occurred at Kado in Abuja at the site of a massive building which is under construction which was marked by the officials of the Department for demolition as it did not secure proper approval before embarking on developing the property.

According to an eyewitness who pleaded anonymity, the security men laid wait for the deputy director as they got information that she was asked to lead a team to carry out a comprehensive investigation on the building.

SaharaReporters learnt that  the deputy director swung to action and visited the building but got more than what she bargained for when the security operatives attached to the former first lady descended and beat her to a stupor.  The source explained that some of the  senior officers who accompanied her were not spared in the attack.

When journalists inquired from the Public Relation Officer (PRO) of the Department on phone to confirm the story he denied that the director was not beaten as being painted but there was an "altercation" when the team arrived at the premises of the building. The spokesman declined to comment further on the matter.

The management of FCDA is trying to manage the story as efforts to get more details proved abortive.
