CBN, SEC stall Reps capital market probe report

The report of the investigation into the near-collapse of the Nigerian Capital Market may run into a hitch following the refusal of key government parastatals to submit documents to the House of Representatives ad-hoc committee handling the assignment.

Investigations by The PUNCH on Monday showed that the Central Bank of Nigeria, the Securities and Exchange Commission, and the Asset Management Company of Nigeria were among government agencies that had ignored the directive of the panel to produce “additional, vital documents to help the investigation.”

Findings indicated that the development had stalled the initial plan of the panel to conclude the report of the probe this week.

The House, through its Deputy Chairman, Committee on Media and Public Affairs, Mr. Victor Ogene, hinted that the panel headed by Mr. Ibrahim El-Sudi would lay its report this week.

But a source informed our correspondent in Abuja that laying the committee’s report this week was “a mirage.”

“Which report? There will be no report yet because there are agencies of the Federal Government frustrating the work of the committee.

“We don’t have a report; these agencies came to testify before the committee and they withheld certain vital documents.

“They were directed to produce those documents, but almost three week after, they have ignored the committee,” the source said.

Although the source declined to reveal the details of the document, The PUNCH gathered that without those documents, the panel could not “write a meaningful and comprehensive report on the capital market crisis.”

Incidentally, SEC, which is allegedly withholding vital documents, is the main regulator of the capital market.

When contacted on Sunday, El-Sudi confirmed that he was facing challenges in getting additional documents from some agencies.

He said the panel was following due process by “taking the pains to write them again” to remind them of its directive.

He added, “We have written them to comply, failing to do so, we shall call for their arrests within the limits of the law.

“Particularly, CBN, AMCON and SEC, they are still withholding certain vital documents relevant to the investigation from the committee.

“If that is what you want to hear, it is true.

“You can now go and publish it if you wish.”

The House will proceed on its end of session break on Friday this week (June Cool and return on June 16.
