he is still in italy because the italian system is so different from other countries in europe e.g germany,austria,holland,switz,france e.t.c where your document has problem (verbotene) and the police start searching for you every where,arrest and detain the person in the prison before deporting him or her.in italy they dont search for the person unless the person is unlucky and been controled and taking to the police station for finger printing and all they do is to give the person a paper that shows(foglio di via) he or she have to leave the country under somedays.the person is alowed to go free on the street like before,and this person can still live in italy as much years as he want if only her or she knows how to avoid police control.this is why crime is more in italy compair to other european countries
