how effective do u mean? is it the DSP that is gang leader that specialise in rubbing banks among odas, or the police killing innocent bus and taxi drivers on the road cos of 20 naira, or their accidental discharge we hear all the time?

infact, it is only God Almighty that is policing his children not man.
