Both. Men should learn when to look and when not look. Also men should need to know how to control their segxwal drive/libido all the times. It's like insanity to some men, mere sin a part of woman's body, their problem start. Girls/ladies/women on the other hand should know that what they can wear in their house is not for the street,and they don't need to exposed any of their body parts for men to notice them. Men need to have self control and women should stop half naked dressing.

generally speaking i cant point fingers at who is to blame but one thing am certain of is that depending on what circumstances are made available a man or a woman can be blamed for rape
