Fayose, stop flipping coins to beggars, Restructure your state so that there are no beggars.
you are humiliating your people by treating them as ceremonial beggars ,who deserve your grace and pity during festivals.
does your father,mother, brothers,  sisters,wife and children, also stand under the sun to receive bags of rice
