A local government in western Bolivia has become embroiled in a scandalous affair after a couple were caught having s3x in the council building. The couple were filmed enjoying themselves in several locations at the offices of the local council in the central west city of Oruro. The man is reportedly a civil servant, and the woman a former government employee, local media reports.
