I give u total respect for dis comment as dis is d best comment u have ever made on dis forum, but naijas sometimes need force to enforce a rule like dis though it's beneficial to the people.
Education is of the utmost importance and though dat itself will cost a lot as well and maybe he has calculated d least method and has considered d oda option thru churches so maybe das y he came up with dat rule.
If u consider d cost i think education and advertising might shave it but thru churches might be cheaper but d most important is d awareness so people will think 2wice about selecting a partner.
But let's consider arrange marriages as well...
