Both Buhari and Dalung are mistake. He said that the reason they were not paid was that because they did not expect them to win. In other words, they did not prepare to pay them at all. Just as we understand that Buhari did not expect to be the president, so he became confuse after he was handed over the power. Nigerians see yourself.
