Bear in mind that as human faces differ so are the ways we express love to the opposite sex. There are some clarifications you need to make for your question to be properly answered. Firstly, how long have u dated both gurls? secondly, have keenly observed the one having regular flings with you to certify her loving, and sincerly for you? If a girl can say no, she'd probably be the keeper... of the attention. Now it's either I break it off with her in a mean way for starters or I myt always keep wondering and subsequently trying and that could be a problem.
If a girl is saying no cos she doesnt like the idea of sex that's easy. If she's saying no cos she has principles and isnt doing it in any "trying so hard to say no" way, attention had.
