The Independent National Electoral Commission (INEC) terminated the Continuous Voters Registration (CVR) initiative on July 31, 2022, putting an end to efforts to populate the electoral register with more eligible voters for the 2023 general elections.

According to INEC’s report, a total of 12.29 million registrations were completed by the end of the process. This means that nearly 12 million more eligible voters have been added to the country’s voter list, which now stands at 84 million.

Interestingly, unlike in the past, when Nigerian youths were lax in registering to vote, increased awareness among the youngsters sparked a new wave of reawakening to their civic responsibility of registering to vote.
According to the most recent data, youths accounted for 71.4 percent of all completed registrations in the CVR, accounting for 8.78 million of the 12.29 million total registrations.

With the completion of the voter registration process, at least for the 2023 elections, here are the top ten states with the most voters based on the 2019 voter registration and new registrations via the CVR process as of August 1, 2022.
Lagos (7,155,920 registered voters)

According to INEC, Lagos had the most registered voters of any state in the country for the 2019 elections, with 6.57 million. Even throughout the CVR exercise, the state maintained its advantage by having the most completed registrations (585,629). This increased its total voter list to 7.15 million, the largest among the federation’s 36 states.

Kano (6,026,850 registered voters)

Kano State, which lagged Lagos in 2019, stayed in second place at the end of the CVR exercise, as expected. During the continuous registration period, the state recorded 569,103 completed voter registrations. Kano now has a total of 6.02 million voters, up from 5.45 million in 2019.

Kaduna (4,411,723 registered voters)

Kaduna, which ranked third in terms of registered voters in 2019, maintained its position in 2022 following the CVR. According to INEC data, the state completed 479,231 registrations in the recently finished process. It now has 4.4 million registered voters, up from 3.93 million before the 2019 elections.

Rivers (3,689,197 registered voters)

Rivers State had 3.21 million registered voters in 2019, making it the state with the most voters in the country’s South-South division. The state has added 473,924 registered voters to the CVR, bringing the total to 3.68 million.

Katsina (3,570,740 registered voters)

North-western Katsina State had 3.2 million registered voters for the 2019 elections, making it one of Nigeria’s most populous states.

As of August 1, 2022, a total of 340,510 persons had registered for voters’ cards in the finished CVR, indicating the state’s political consciousness. This brings the overall number of registered voters in the state to 3.57 million.

Delta (3,368,791 registered voters)

Delta State has had the highest number of fresh voter registrations so far in the ongoing CVR. Deltans had completed a total of 523,517 registrations as of August 1, 2022, according to INEC data. As a result of this, the state, which had 2.84 million registered voters in 2019, will have now have 3.36 million registered voters.

Oyo (3,330,336 registered voters)

In terms of registered voters, the South-Western State of Oyo had 2.93 million more than Delta in 2019. The latter, however, was able to overtake the former thanks to the constant registration exercise. Despite this, Oyo emerged as one of the top ten states with the most registered voters at the end of the CVR. Through the operation, the state added 396,229 registered voters, bringing the total to 3.33 million.

Benue (2,832,087 registered voters)

Through the CVR, Benue State has been able to strengthen its voter list from 2.4 million registered voters in 2019. The state registered 351,956 completed new voter registrations at the end of the exercise.

Bauchi (2,801,512 registered voters)

In terms of registered voters, Bauchi is second only to Benue, with 338,669 new registrations, making it one of the top 10 states. These new registrations were added to the state’s 2.46 million registered voters in 2019, boosting the electorate to 2.8 million.

Anambra (2,761,467 registered voters)

Through the CVR, the South-Eastern State of Anambra made the top ten. In the state, 313,471 new registrations were recorded. Anambra had 2.44 million registered voters for the 2019 elections, therefore the fresh registrations boosted the total to 2.76 million.
