The FG should make a declaration: any state that there's any case of insecurity, either kidnapping, attack by known/unknown/Fulani gunmen, any form of uprising that leads to destruction of lives and properties, the FG will use the state's allocation to fight that insurgency. Make this declaration today put it to action and see how these state governors will tackle insecurities in their states.

...but still, all armed personne in a state, police, army, air force and others are usually under the command of that state. The state governors usually collaborate with the commanders of these armed forces...if every state can sacrifice some cash to add to the funding of these men, trust me they'll tackle insecurities.
