is first between the guy and the girl.. Once the girl accept to Marry him, The Mother is the first to hear the news, from the mother of the girl to the father... the father will get the news for sure. Then the guy will not be coming to ask the man permission , But he will come to inform the man of his intentions to take that what the Father will never eat , despite he is the sole owner of the girl.. 

If the guy will ask permission, he should do that as well to the girl's mother, with some gift like flowers, chocolate, neck-less, nice watch, or better get a clue from your girl what the mother likes most. Mothers like such thing especially if they like the guy. she can value that gift more than all the ones her husband have given her before
