The Special Adviser to the Lagos State Governor on Political and Legislative Bureau, Mr. Abdul-Hakeem Abdul-Lateef, has cited keen interest from both house owners and tenants as the major factor hindering the passage of the Lagos Tenancy Bill into law in the state.
The bill, among other things, made it a criminal offence for house owners to collect more than six months rent in advance. It also frowned on arbitrary increment of house rent, said to be usual practice with house owners in the state.
The bill was sent to the House of Assembly by the executive in 2009.
Abdul-Lateef said the executive was awaiting the bill from the House so that the governor could sign it into law.
He said, "I am aware that the House conducted various public hearings across the state. The hearings were turbulent as both tenants and landlords attended it to make their own contributions."
"The keen interest shown by the two parties made it necessary to be diligent about the bill.
"Like everybody else, we are also anxious to have the bill from the House so that the governor can sign it into law."
Abdul-Lateef, who spoke at a press briefing to mark the forth year of Governor Babatunde Fashola-led administration in the state, said in four years, the state was able to sign about 54 bills into law, while 28 bills were still pending at the House of
