Though this post is old, but yes you can. After a couple years if dating and you're not yet sure if your partner is gonna marry you. You have to talk to them & tell them off straight that " If you're not gonna marry me then I can't be with you anymore" If being with a certain person is not gonna give you what you want like marriage then move on cuz you're never gonna get it. Find someone else that will give you that. BUT, another thing is that if your partner you've been dating truly loves you and doesn't wanna let you go, he/she will wanna marry you so you won't end up in someone else's arms.
