Prostitution is already in Canada just like any other place
Although illegal but its very hard for the police to make an arrest, because the law states that
Unless the officer witnessed money exchanged between the 2 parties,
which hardly ever happen because they do so in their hotels, or  
unless the prostitute/John is a decoy(an officer disguised as john/prostitute).
So in downtown Toronto where I visit every summer for the African-Caribbean festivals,
you see them(prostitutes) everywhere working the streets.
Also the said official prostitute office, is just bureaucracy to have it in the law
because those offices are already in place called Escort Service.
A country that already pass law for women to bear their Bosom  naked in public, if they choose to do so, like men.
So on hot summer days, Bosom  show is every where like beaches, pools, club, streets etc.  
So this is just another formality to place everything in their law books in order to collect taxes(huge business)
like any other profession...As the saying goes "if you can beat them you join them".
