i THINK everyone can say" i love you"  to everyone including father, brother, sister and mother. But when one says " i am in love with you" i think its directed to someone of the another gender that is not family.

The other difference i spot is presence of "AM","IN","WITH" in "am in love with you" which is absent in "i love you".

I'm in love with you sounds much deeper and serious than i love you.  This is a person who you can confide in, wake up to the next morning, support you when times get hard, a person who means the world to you and you to them. Being "in love" with someone means they feel the same about you. It's not just an emotion, it's an action.

Well there are all kinds of love.. you can love your friends but you're not "in" love with them.. so when someone says they are in love with you its a whole deeper meaning.. not something that would be used on a more casual basis

1. it depends on the answering party. if someone generally is just like "i love you" it can be taken in many ways; like brother to brother, friend to friend, or partner to partner. it can be paraphrased as "i really care about you"----But to be 'in love with you' is usually an exchange between partners when someone has feelings for you.

2. Either one coming from the right person (someone you love) is great. I think when someone says that they are "in love" with you it has more of a romantic meaning.

Loving someone might encompass a lot...attraction, fondness, etc. But being "in love" is mostly characterized by intensity...everything is stronger...it's deep ,not light like regular "I care about you" love.
