Boko Haram Initiated Current Negotiations Says President Jonathan’s Aide

President Goodluck Jonathan’s Principal Secretary, Ambassador Hassan Tukur, who is among government officials leading negotiations that would see the federal government broker a pact with the Boko Haram insurgents, has disclosed that it was the Islamic sect that wrote to the government of Chad that it was ready for a meaningful dialogue which would spell an end to insurgency in the country.

The government official who made this known in an interview informed that the fundamentalist Islamic sect through its own network contacted the government of Chad about its quest for peace, necessitating Chad to take some time to verify whether the initiative was from the actual group that has come to be known as Boko Haram.

Noting that the federal government has been discussing with Boko Haram since 2013, he pointed out that it was after this verification, that the neighboring country contacted the Nigerian government “to see if we could sit down to dialogue with this organisation so that we can end this insurgency.
In the words of Tukur, “we discussed with them under the mediation of President Idriss Deby of Chad and we agreed on a number of things. One of the things agreed on is that there should be a ceasefire between the organization known as the Jama’atu Ahlis Sunna Hidda’ Awati Wal-Jihad and the Federal Government of Nigeria.

The aide to Jonathan, who was emphatic that a ceasefire has indeed been reached went on to speak on why such pact took this long in coming, “If a country like Nigeria is under this kind of crisis and people are dying, no government will sit down and fold its arms and President Goodluck Jonathan has said it time and again that he will take every measure to make sure that this insurgency is brought to an end. He did not preclude anything, including dialogue, including mediation which you know very well that he set up a tracking committee about one-and-a-half years ago under the Minister of Special Duties.

“The committee went round, went to the prisons, discussed with members of the insurgency that are in our prisons; the Ulamas, that is the Islamic clerics that taught these people that are in this organisation; discussed with traditional rulers across the country; governors, anybody that matters, anybody that can assist the government bring this crisis to an end.

“The tracking committee went round and discussed with them. So, this is a continuation of the federal government’s effort to see that we bring this insurgency to an end. And if it is taking place in N’Djamena or any part of the world, it does not matter as long as we sit down and address this insurgency, and address these issues and bring this crisis to an end,” he said.
While admitting that those negotiating on the side of Boko Haram came with their demands, he asserted that the federal government’s delegation was resolute that none of the issues they raised would be looked at unless there is a cessation of hostilities. The federal government negotiator noted that the sect members were not offered anything except being assured “that whatever they bring to the table eventually, the federal government is favorably disposed to look at the whole problem, so that it would be addressed.”

He revealed that those on the delegation of government were led to understand during the negotiation that the abducted schoolgirls are alive and well, noting that the date for their actual release would “hopefully” be determined by next week when talks with the insurgents is expected to resume.
