| So on August 14, 2008, the Federal government will be handing over the oil-rich Bakassi Peninsula to Cameroun after all. The Attorney-General of the Federation is expected to formalise the hand-over process based on the March 19, 2004 ruling of the High Court delivered by Justice S.J Adah. A federal High Court had earlier issued a directive to forestall the government doing so, but government had consistently said it was helpless and that it had no option than to obey the International Court's directive. Last week, the Federal Government formally obtained the Certified True Copy of Justice Adah's ruling which stated in part:........... "From the further affidavits of the plaintiffs, it is clear that there was a dispute over the boundaries between Nigeria and Cameroun and the International Court of Justice (ICJ) delivered judgment dated 10th October 2002. The part of the territories these plaintiffs have brought before this court was involved in the area litigated upon at the ICJ. Since the issue had been determined at that level, the decision binds all sovereign states that are members of the United Nations and no forum domesticum of member states can assume jurisdiction to review what has been decided by the ICJ." ................. In an attempt to justify the decision to hand over Bakassi Peninsular, President Yar'Adua's defence is that the development was a commitment Nigeria had made to the international community, and the country had a responsibility to keep that commitment. He explained that the welfare of the people of Bakassi was paramount and that they remained bona fide citizens of Nigeria who have found themselves in a territory legally given to another country. But all this may seem like cold comfort to the people who are directly affected. An estimated 37,000 Nigerians have been displaced from the disputed peninsula. They are currently being resettled at Ibaka in Akwa Ibom State. It is gathered that over N4 billion has been spent resettling them. Many of them are suffering an identity crisis about where they really belong - Nigeria or Cameroun? But as much as there is confusion about where these people belong, their entitlement to good welfare should be the primary concern. The Bakassi issue has raised a lot of dust ever since it first came to limelight and from all indications, it is unlikely that even with the proposed handing-over, Nigerians will ever come to terms with the situation. Only time will tell. In effect, the question remains, should Nigeria hand over Bakassi? Is Yar'Adua doing the right thing? What's your take on the issue? What should be done instead? | After years of work and tests and great hopes for its clinical programme testing the impotence drug – Viagra - in women Pfizer Inc., the makers, recently announced that it was abandoning its effort to prove that Viagra improves segxwal function in women. The problem, they found, was that men and women have a fundamentally different relationship between arousal and desire. It was concluded that when it comes to matters of segxwal function, women are a lot more complicated than men. For men, arousal almost always leads to desire. So by improving a man's ability to have erections, Viagra measurably affects his segxwal function. But arousal and desire are often disconnected in women. Although Viagra can indeed create the outward signs of arousal in many women, it seems to have little effect on a woman's willingness, or desire, to have sex. More women experience some form of segxwal dysfunction or the other. The disconnection between arousal and desire in many women is said to be so profound that women often don't have any desire for sex until they are physically in the act of lovemaking. The disconnect in many women between genital changes and mental changes does not exist in men. Men consistently get erections in the presence of naked women and want to have sex. With women, things depend on a myriad of factors. Psychology is one, and is more important in a woman’s segxwality than it is in a man's. But the real factor in determining desire and segxwal function in women is hormone levels. But there are hopes that Viagra could help some women. For instance, women who once had normal segxwal function but then suddenly lost all desire - often as a result of taking antidepressants - can be helped by Viagra. But women who have always had low libido levels are unaffected by Viagra. The conclusion is that getting a woman to connect arousal and desire requires exquisite timing on a man's part and a fair amount of coaxing. The search now is to find a pill capable of engendering the perception of intimacy. Viagra works by blocking an enzyme that normally inhibits blood flow, causing penile tissue to swell. The enzyme is found in great quantities in the male sex organ and is also found in the pelvic region of women.

| Alcohol is a major contributor to motorcycle crashes, particularly fatal crashes in Nigeria today. Records show that 40-50% of all riders killed in motorcycle crashes had been drinking. Only one-third of those riders had a blood alcohol concentration above legal limits. The rest had only a few drinks in their systems - enough to impair riding skills. In the past, drug levels have been harder to distinguish or have not been separated from drinking violations for the traffic records. But riding "under the influence" of either alcohol or drugs poses physical and legal hazards for every rider. Drinking and drug use is as big a problem among motorcyclists as it is among automobile drivers. Motorcyclists however, are more likely to be killed or severely injured in a crash. Injuries occur in 90% of motorcycle collisions and 30% of automobile crashes that involve abuse of substances. On a yearly basis, the Federal Road Safety Corps estimates that more than 5,000 motorcyclists are killed and about 10,000 seriously injured in this same type of crash. These statistics are too overwhelming to ignore. By becoming knowledgeable about the effects of alcohol and other drugs will help encourage the average person on the street to appreciate that alcohol and motorcycle riding don't mix. Taking positive steps to protect oneself and preventing others from injuring themselves by avoiding use of alcohol while riding on motorcycles is a task that must be done.

| While women in Nigeria continue to have a minority role in the ranks of top corporate leadership, a recent scientific study conducted in America has discovered that female executives actually have traits that can put them at an advantage over male executives. The study also found that women have several positive attributes for leadership and are more persuasive than their male counterparts. Women also tend to learn from adversity and are persistent. That is not all. The study also found that women develop an inclusive, team-building leadership style to solve problems and make decisions. Finally, women are more likely to ignore rules and take risks. Although it was pointed out that men also do exceptionally well in the enumerated areas, women just do it a little better. So are women better than men after all? | | | |
