Nigeria secures N110b grant for projects from EU

THE European Union (EU) has approved €555 million (N110 billion) grant for projects in different sectors of the Nigerian economy.

Specifically, Head of Delegation of the European Union in Nigeria, David MacRae, said that the organisation has committed €98 million to help the Nigerian government fight corruption, drug trafficking and improve the judicial system in the country.

Also, another €60 million was approved for better management of public finance at state and local government levels in the country.

Other recently approved projects include a further contribution to the vaccination programme against polio (€55 million); a programme to facilitate legal migration (€20 million); support for the justice sector (€27 million); and aid to reform federal institutions (€17 million).

The EU’s support in the fight against corruption took (€35 million) and €36 million was spent to combat organised crime, drugs and human trafficking.

Macrae listed other EU projects in the pipeline for Nigeria in 2012 to include renewable energy, further support with water and sanitation, and a programme to alleviate poverty in certain Northern states.

He noted that the overall objective of these projects was to promote good governance and contribute to Nigeria’s efforts in enhancing transparency, accountability and combating corruption, thereby contributing to the reform in the justice sector and addressing drug related issues in Nigeria.

According to him, EU was interested in facilitating major investment in infrastructure through the EU-Africa Infrastructure Trust Fund, which he said, has been specifically designed to finance investments in Africa in support of regional integration.

“The EU cooperation with Nigeria is focused on improvements in governance in the broadest sense to include political, economic and social governance.

“The fundamental objective of the cooperation programme is poverty alleviation. The EU cooperation programme with Nigeria is large – it is the EU’s largest in Africa in fact,” he explained.

Macrae also disclosed that the EU fielded a large monitoring mission for last year’s elections and has been funding a programme of support for the electoral cycle involving INEC and civil society. “A further amount of €20 million has recently been approved for this”.

He stated: “Better governance involves the strengthening of key institutions which are needed for the effective delivery of basic social services. The EU is particularly active in the water and sanitation sectors. A programme of further support in six states (Anambra, Cross River, Osun, Jigawa, Yobe, Kano) has been approved and is expected to cost €80 million.”

To help improve the situation in the Niger Delta, Macae said, was a major programme of support of €200 million to assist with job creation, community development schemes and improvements in the water and sanitation sector of four affected states, which include Rivers, Delta, Bayelsa, Edo.

“I should emphasise that these amounts are all grants. In addition, the EU has a sizeable programme of support for the region managed with Economic Community of  West African States, which is intended to promote regional integration”, he added.

Algiers/Paris: The father of an al Qaeda-inspired gunman who killed seven people in a shooting rampage in southwest France said on Wednesday he wanted his son buried in Algeria, but the Algerian authorities had yet to agree to receive the body.

“I believe the paperwork will take some time before we will be able to transfer the body of my son here, to Algeria,” Mohamed Benalel Merah told Reuters by telephone.

“The consulate in Toulouse has to send a file to the city hall in (the Algerian city of) Medea, which has to send it back. This is why the procedure will take some time, but I do not know exactly how much time, a week or two maybe,” he said.

The 23-year-old self-styled Islamist radical, who admitted to the killings, was shot on March 22 during a gun battle with police who laid siege to his apartment for more than 30 hours.

Abdallah Zekri, an official at one of the biggest mosques in Paris, said on Wednesday his body was at a hospital in Toulouse while Algerian authorities decided whether they were willing to receive it.

The gunman’s half-brother Rachid told Reuters the body could arrive in Algeria as early as Thursday but no specific date or time for its arrival had been set.

“We are not 100 percent sure that it will be here tomorrow. Anyway, I will be at the airport with all the family waiting for Mohamed’s body,” he told Reuters in an interview at his village of Ouled Salma, 40 km west of the capital Algiers.

Merah’s father has lashed out at French authorities for killing his son and demanded his body. The elder Merah, who lives in Algeria, had earlier said he wanted to sue France.

“France is a powerful country with huge resources,” he told France 24 television. “They could have taken him while he slept. They could have used a sleep-inducing gas and taken him like a baby. Why were they so hasty? Why did they kill him?”

“They could have arrested him and had him face justice,” he added.

French authorities are checking to see whether Mohamed Merah planned the attacks alone or with others.

Abdelkader, another one of his brothers, was arrested with a woman partner in France after the shooting spree. The French public prosecutor has said he was already known to security services for helping smuggle jihadist militants into Iraq in 2007.

Rachid Merah said his brother Mohamed last visited him in April 2010, and that he was seeking to learn more about Islam and to find a wife.

“He was disappointed because he did not want to join a zaouia. He was a man of action, a Salafi,” the 35-year-old said.

Zaouias are traditional orders of mystical Sufi Islam that are anathema to conservative Salafi Islamists, followers of a puritanical interpretation of Islamism.

“I spent five days with him. He had a strange look, with hair painted yellow,” he said. “He was very pious, fasting several days a week, a genuine Muslim.”

3 Nigerians arrested in Malaysia may face death penalty for drug offenses

Not less than three Nigerians men have been arrested this month alone at Kuala Lumpur International Airport, Sepang in Malaysia for allegedly attempting to smuggle about 9.6 kilogram of a drug known as Syabu into the country.

According to a report monitored from the Malaysian National News Agency, the arrested Nigerians whose ages range between 25 and 37 arrived Malaysia via Doha, Qatar were alleged to have transported the 9.6 Kilograms of syabu, estimated to worth RM2.4 million, (about $798,828.385.) in street value.

The first suspect was allegedly detained on June 3 after authorities found 18 food packets containing 3.7 kg of syabu in a bag he was carrying while the second suspect, who was carrying a bag with 19 food packets containing 3.9 of syabu was detained on June 5. Selangor police chief, Datuk Tun Hamzah told journalist on Tuesday.
 
The police chief revealed that the third Nigerian suspect was detained at 3.45 PM local time on Monday after police found he was carrying two kilograms of syabu which was packed in soap boxes.
 
Having possession and trafficking of syabu is illegal in Malaysia under the Dangerous Drugs Act of 1952.
 
Possession of just about 61.8g (3 tablespoons) of syabu can result to being sentenced to 15 years jail and 10 strokes of the rotan while a trafficker could be sentenced to death by hanging.



Syabu (also called "ice", "speed", "crystal", "glass", "meth" or "blue diamond" on the streets) is the colloquial name for the psycho-stimulant drug called Amphetamine.
 
Experts say Amphetamine is known to increase energy and attention while decreasing appetite and fatigue.
 
Amphetamines became popular during World War II and the Vietnam War. It was widely used as stimulants to keep the soldiers fighting, increasing their alertness and energy while going on without sleep and much food.
 
Experts say the drug is known to give soldiers false confidence, make them bold, daring and feel invincible.


Amphetamine is related to drugs such as methamphetamine and dextroamphetamine.
 
Long term use of of syabu experts say can cause brain damage, depression and other psychosomatic illnesses.
 
African Outlook investigation however shows that about 18 Nigerians have been sentenced to death for drug related offenses while several others are awaiting trials in some Asian countries notorious for imposing death penalty for drug related offenses.
 

 
In April, a Vietnamese City People's Court sentenced a Nigerian to death and four others from 15 to 20 years in jail for operating a trans-border drug trafficking ring.
 
The court found Nnaji David Ete, 33, a Nigerian guilty for allegedly  leading a drug trafficking ring, which included his wife, a local man and four other Nigerians.
 
His wife, Phan Thi Thanh Le, 31, from southern Binh Duong Province and Doan Nguyen Minh Chau, 32, were sentenced to life imprisonment on the same charge.

 The other four Nigerians: Chukwuma Obi Remy, 41, Okapor Peter Chuma, 36, Nnamdi Aghaji, 33, Regina Whing Wiri, 32 got 15 to 20 years in prison.
 
In 2010, a Ngerian, Osonwa Okey Roberts was sentenced to death in China. The Nigerian received the death penalty in Dongguan, Guangdong province, after being convicted of drug trafficking.
 
Osonwa 37, was found trading nearly 6 kg drugs to Chinese drug dealers at his rented apartment in Baiyun district of Guangzhou from February to April 2008, according to the investigation.
 
His sentence was handed down from the Guangdong Higher People's Court. The execution still needs the review and final approval of the Supreme People's Court.
 
Zhang Dongxiang, the 27-year-old Chinese girlfriend of Osonwa, received a death sentence with a two-year reprieve for assisting the illegal trade.
 
There are several other Nigerians who have also been sentenced to death in some of the Asian countries. The Nigerians include Kingsley Okonkwo, Michael Titus Igwe (Real name-Izuchukwu F. Ezimoha), Uchenna Cajethan Onyenworo, Ekperedike S. Olekama, Adam Wilson (real name-Emmanuel Okari) and Hillary K. Chimezie.
 
Others are: Eugene Ape, Humphery Ejike, Okwudili Ayotaeze, Obinna Nwajiagu, Daniel Enemuo and Fredrick Lutter (Real name-Benjamin Obiora)
Also on the list are: Sylvester Nwaolisa, Gabriel Nnadi, Dennis Anumona, Ikenna Ezenwune, Stephen Rashid, Joseph Ndaba, Ken Michael and Obinna George among others whose identity could not be established owing to multiple passports they are holding.

A severely depressed part of Oyingbo in Lagos is a thriving sex market, where child prostitutes are the wares
Ordinarily, the area opposite the popular Mainland Hotel in Oyingbo, Lagos, should kill the appetite – whether for food, drinks or sex. It is the definition of dreary. There is as much filth per square metre as a refuse dump. Chaos rules, whether in the architecture or daily lives of residents. Homes, erected indiscriminately, are grim shacks made from roofing sheets, bricks, cardboards and any other material available. Ventilation, by and large, is optional. On account of the generous amount of filth available, flies are some of the happiest inhabitants of the area. Since there is enough filth to go round, the flies never need to exert themselves.
But the area does not kill appetites, at least, for sex and alcohol. As grim as the place is, it still gets many loins throbbing, a state of affairs that has yielded a thriving sex market.
The busiest points of this market are five spectacularly dingy brothels – Niger, Juba, Titilayo, Izibar and Chico – all located on the shoulders of the railway line that runs through the slum from Iddo.
The market comes alive once dusk falls, becoming the segxwal playground of cobblers, vulcanisers, motor park touts and, some say, illicit drug users. The prostitutes use the railway line as the runway to parade their wares. Of course, wearing as little as possible is the equivalent of dressing up.
Prostitutes here are mainly of three types: the old, washed-out hags; the about to be washed-out and the presumably fresh ones in their teens. With as little as N200, a man can procure a quick bout of sex. More enduring sessions are naturally costlier. Depending on a customer’s bargaining ability, a prostitute could be had for a whole night for between N2,500 and N8,000.
There are other services in-between. If a patron wants only oral sex, he gets it – for a fee. It is not a fixed one, though.
The girls pay the managers N1,500 daily as rent. There are other fees and fines that can be slammed on the tenants when circumstances arise.
At 14 and standing over five feet tall, Success, one of a large number of teenage hookers in the area, has big dreams. She wants to go to Morocco, from where she hopes to find her way to Spain. That dream has been held back by the fear of having an unsuccessful trip. She also wants to get married. “My parents bother. If not for them and the need to get married when I am old, I would have gone by now,” she said.
Success, despite her age, is adept at what she does. She approaches sex as unfussily as an accountant handles a ledger.
Inside her poorly ventilated room at Juba Hotel, she showed that it was strictly business. “Sir, please pay me and come and sex me, let me go and hustle,” she told this reporter.
The girls came to the brothels for various reasons. Success views the brothel as a springboard to greater things. Franca, a 16-year old native of Delta State, told this medium that she left her state for Lagos in the hope that she would make good money here and when she returns, she would be the envy of her friends. Another teenage hooker, Ngozi, said she came to Lagos out of adventure.
Clients are provided in decent numbers by the nearby luxury bus parks from where passengers travel to the northern part of the country. Life in the prostitutes’ enclave is structured. At the top is the “chairman”, who represents the owner of the building. He collects rents from the girls, ensures discipline and settles matters relating to police and street urchins that run protection rackets.
“Police do come here regularly because of the bad boys. But because our chairman settles the policemen, they don’t disturb us,” Ngozi said.
Neither the Divisional Police Officer nor any officer of the Denton Police Station, Ebute Metta, would speak on the matter. Unsurprisingly, the area is crime-infested.
According to residents, laws are rarely enforced, making the place a paradise for the criminally-minded. Social amenities are virtually non-existent. According to Dr. Grace Ijarogbe, Consultant Psychiatrist, Federal Neurological Hospital, Lagos, a slummy environment predisposes dwellers to sex-related ailments and crime, as well as alcohol and drug use.

Cross River State Governor Liyel Imoke says the state government will send back over 3,000 internally displaced Fulani herdsmen camping at Bagga, Besenge and Utanga communities in Obanliku Local Government Area of the state after completing arrangements with their respective state governments.

Imoke, who stated this late Tuesday when he visited the internally displaced persons, urged the host communities to accommodate other Nigerians who are in need, “especially those seeking refuge due to unforeseen circumstances”.

The internally displaced persons, who have taken refuge in the northern part of the state, are believed to be among those who fled Benue in the wake of the clash between Fulani herdsmen and Tiv groups recently, leading to the loss of many lives and property.

While describing the plight of the ‘refugees’ as “unfortunate”, Imoke said the government would discuss the modalities to transport them back home with Benue and Taraba states.

He said the State Emergency Management Agency had been directed to attend to the displaced persons by making available for them some relief materials.

The governor said government would ensure that tents were also made available for them.

He gave the assurance that a detachment of policemen would be deployed there to ensure safety of lives and property.

A spokesman for the displaced persons, who spoke through an interpreter Alhaji Yusuf Usman, said they fled their homeland in Takum, Taraba State because of inter-tribal war between the Fulani and the Tiv.

He said they initially moved to Katsina Ala in Benue State from where they fled to Obanliku after threats to their lives.

Abdullahi appealed t0 the state government to help them go back to their home state, saying they would be accepted by their people.

He applauded the state government for supplying foodstuffs, mattresses, mats and blankets.

Barely 24 hours after the second batch of 56 South African deportees were sent home, the Nigerian government said it has uncovered a prostitution ring ran by a high profile South African businessman with 67 prostitutes in his employment both in Abuja and Lagos.

Consequently, the government has concluded plans to deport the 67 prostitutes who are believed to be HIV positive. The move is part of government deliberate policy to double the figure of the 125 Nigerians deported by South Africa before the consideration of any diplomatic solution to the lingering feud with the South African government

The European Union (EU) has provided Nigeria with €98 million worth of funding commitments to help tackle corruption, drug trafficking and to boost the judicial system.
The agreement was signed on Monday by the Minister of National Planning, Dr. Shamsudeen Usman and David MacRae, head of the EU delegation to Nigeria.
The projects will be implemented by the UN Office on Drug and Crime, according to a statement released by the EU delegation.
The statement said, “The overall objective of these three projects is to promote good governance and contribute to Nigeria’s efforts in enhancing transparency, accountability and combating corruption, contributing to the reform of the justice sector and addressing drug related issues.”
It is notable that the funds were not disbursed directly to the Federal Government, especially coming at a time where the current administration is bedeviled with accusations of not doing enough to fight corruption.
The Economic and Financial Crimes Commission (EFCC),  the Bureau of Public Procurement (BPP), Code of Conduct Bureau/Code of Conduct Tribunal, Public Complaints Commission (PCC), National Financial Intelligence Unit, Special Control Unit Against Money Laundering and the Technical Unit on Governance and Anti-corruption Reforms (TUGAR) are some of the government agencies expected to benefit from the funding.
Only recently President Goodluck Jonathan was seen hob-nobbing at an event with DSP Alameiseigha, a former Bayelsa State governor who was impeached as a result of corruption that further impoverished the people of the oil-rich Bayelsa State.

Operatives of the National Drug Law Enforcement Agency, NDLEA, have apprehended a suspected drug trafficker with two international passports, one concealed in his pants, the agency said in a statement this morning.

NDLEA said that the suspect, Ogbobe Chukwuma Franklin, 43, tested positive for drug ingestion during the screening of passengers at the Murtalla Muhammed International Airport, MMIA, in Lagos, southwest Nigeria.

“He held a set of travel documents while the other set was concealed in his pants,” Mitchell Ofoyeju, NDLEA Head of Public Affairs, said, adding that the suspect was apprehended on 17 March while on his way to Malaysia.

According to Mr Hamza Umar, the NDLEA Commander at MMIA, luck ran out on the suspect when officers detected another travel document in his pants.

“Ogbobe Chukwuma Franklin was arrested following the detection of another set of travel documents on him. This was discovered during a frisk at the screening point. He had an ECOWAS Travel Certificate with Asky airline to Lome, Togo, while his international passport with an Emirate ticket to Malaysia,” Ofoyeju quoted Umar as saying.

A high court in Malaysia has sentenced a Nigerian man, Sylvester Okole to death by hanging for drug trafficking.
The Nigerian, was found guilty of drug trafficking two years ago but the sentence was read on Tuesday, 27 March, 2012.
NigeriaNewsdesk reports that Judicial commissioner, Mohammed AdbulWahab, announced the sentence to the 33-year-old Nigerian who was charged with trafficking 11.58kg of Marijuana and was arrested by local police officers at Platform 8, Shahab Perdana bus terminal in Malaysia at 9pm on October 7, 2010.
According to reports, when the sentence was related to the convicted Nigerian by a court interpreter, he did not look worried.
Sylvester Okole, who wore a white T-shirt and a black pair of trousers to the court proceedings was represented by B. Murthy, while the Deputy Public Prosecutor, Naziah Mokhtar caried out the prosecution.
Only last month, 27 February, the Malaysian government sentenced a 34-year old Nigerian Eric Chimezie Oluigbo to death by hanging for trafficking in drugs two years ago.
Hundreds of Nigerian youths are dying every year through drug related offences and many disgraceful means in desperation to escape to other countries of the world for more dignified life.
