Give them educations and awareness and creat jobs too,let them know there left and right,dont burn these thieves,please please,they are human,nobody is perfect of not making mistakes,the state government should rehabilitates them by housing them arrest and creat a meaningful and gainful employements for them,by so doing?all touts and thuggery lifes will come to an end.Every human is a human and we should treat and regard humanity but such acts should not be accepted in our society but met with punitive measures like light sentences of put them in REHAB.
