I agree with olukayode10.
As i have said so many time before. Show me a government or a police force any where in the world were leaders aren't corrupt.
China for one is a big one and still it has advanced. Look at the America's and Europe and here in Australia as a matter of fact corruption charges flare up all the time as deep down all people are corruptible.

How can you blame a government and its leaders when the people are doing the same?
You change and the leaders only have one way .......... to follow you.

NIGERIA is my country but I am not proud of it like some people, nothing for me to be proud of, do I need to be proud of the corruption, power failure, bad roadsbad educational system, no water supply, no good medical, or proud of my co Nigerians who are hungry? if things improve and an average Nigerians can have three square meals, better roads, better education, and better medical services (free) then I would be very proud of this country.
The main problem with Nigeria is corruption, the corruption is everywhere, it is not even in government alone, if you give a Nigerian cash to do something for you, and you come back in the next 5 minutes that you dont want the thing again for a genuine reason, he will be telling you stories, you cant get it back, that is an individual and not a government, nearly every Nigerian is corrupt and fraudulent,  so we need discipline first before anything among Nigerians, this is what Buhari/Idi Agbon were trying to do before Babangida and his cohorts push them out of power, we dont know if Nigerian would have been better now if those two gentlemen were given chance to rule only for about 5 years.

Corruption is our major problem because it does not allow for the equitable distribution of resources. The distribution of resources is the idea/principle behind federalism.

Interesting comment!Nigerians as a whole though, not just those who live in the country..

What we do best is talk about what our problems are(corruption, bad leadership etc etc), what we fail to do is conceive ways we can begin to build foundations for a new beginning.
The keyword here is "foundation"...

The answer is simply clear like an ice.   Bad Leaders were all named/known as bad ones! simply bc  their leadership gave birth to corruption.

So in that case!  Corruption spinned all over the communities. . . & for this case, if those whose leadership brought about corruption 'ld all be wiped-off, 70% of corruption is automatically dealt on. . . wherein the 30% left is not gonna be a big deal to flush-away.
