Do not blame government but blame yourself.  Why did the Niger Delta result into pipe vandalisation and stealing of crude oil using very crude method of slashing open the pipe and siphoning the oil and spilling it every where.  If they want this to reduce or stop, they should stop their criminal activity.  The bulk of environmental degradation at the Niger Delta is not done by the oil prospectors but by thieving indigenes.
