who is to be blame?

if for instance someone is ill, and the person has lilttle or no money to go to the hospital, he then decided to visit a pharmacuetical store with the lilttle money he have, on getting there he explained how he was feeling to the pharmacist, then the pharmacist prescribed n gave him some drugs, he took the drugs, unfortunately the drugs didnt work as prescribed n xpected. who is to be blame? is it the sick guy for having less cash or the pharmacist for prescribing wrong drugs?

I think there's nothing wwong for having a less cash, the most important is the physician's prescription must be right.
