Ribadu forced out of NIPSS graduation and arrested

FORMER Chairman of the Economic and Financial Crimes Commission (EFCC), Mallam Nuhu Ribadu's dream of graduating from the National Institute for Policy and Strategic Studies, NIPSS, on the completion of his course was yesterday dasThe whereabouts of Ribadu who was forced out of the graduation hall by heavily armed security agents remained uncertain last night.
His wife, children and other close associates who had come to rejoice with him were also sent out by the security men.
Both Chief Gani Fawehimi and Mr. Femi Falana have criticised the physical removal of Ribadu from the graduation describing it as “most disheartening, absolutely bizarre and unprecedentedly barbaric”
Also barred from graduating was Deinbo Allen Briggs, a participant alleged to have stolen a digital camera belonging to another participant in far away China in October.
Sixty three other graduates could not also be inducted into the prestigious institute's hall of fame as Member National Institute (MNI), for the first time in the institute's 30 year history.
Before he was forced out, Ribadu had appeared at the hall as early as 9:00am yesterday  exchanging leasantries and taking photographs with other graduates.

Not long after the arrival of the Vice President, Goodluck Jonathan, accompanied by the host, Governor Jonah Jang of Plateau State and his Niger state counterpart, Dr Ibrahim Babangida Aliyu trouble started for Ribadu.

Before the Vice President was ushered inside the hall, Ribadu, who was spotted wearing a light ash Babariga, black cap and matching leather slippers, was escorted outside the main hall by some hefty looking security operatives in mufti.

At about 11:00am, when the NIPSS Acting Director of studies, Dr. Adamu Fika, was called upon by the moderator to present granduands of the Senior Executive Course 30 to the visiting president, represented by the VP; he announced that 65 participants were inaugurated in February 2008 by the Vice President.

He added however that "out of this number, two were not going to be part of the graduation for reasons ranging from ill-health and others." He then proceeded to announce the names of the two as Nuhu Ribadu and Deinbo Allen Briggs, an announcement which caused some stir as the hall went into murmur.

However, Ribadu who spoke on phone with our correspondent said he was "forced out of the graduation hall" by security operatives and taken to a hidden location within the premises.

"They forced me out of the hall with 40 members of my family and friends who have come to rejoice with me", he told our correspondent. He said he did not know why it had to be that way since he was not made to be aware of the plan on ground, "for me not to graduate".

"I was forced out; I don’t know why it has to be like that. You cannot come even if I said you should come. They (the security men) would not allow you in," he stated

Before the eventual drama involving Ribadu, it was reliably learnt that the Attorney General of the Federation and Minister of Justice, Michael Aondoaka, had arrived NIPSS after the Ugandan President, Yoweri Museveni had delivered the annual Distinguished Lecture of the Institute, with a message from the government instructing that the former corruption fighter be prevented from graduating.

The management of NIPSS under the Acting Director General, Mr. James K. Opadiran was said to have met to decide the fate of Ribadu based on the "message" brought by Aondoaka.

Unknown to Ribadu who had already joined his graduating colleagues, he was asked by the chief security officer of the Institution to vacate the hall, which he promptly did, after which he was told he would not receive his certificate of graduation even when he was listed among the graduands.

At this point, his wife and six children and other close associates who had come to rejoice with him were dragged outside by the security men who all joined Ribadu at his chalet, NIIA Circle 12 of the participants’ quarters.

When our correspondent visited the chalet, a handful of well wishers were seen lamenting the situation. Efforts to get Ribadu’s comment failed as one of the sympathisers, who would not want his name in print said he was still at a loss of what to say and confused over the development. He pointed to a Prado Jeep which was seen taking Ribadu’s wife and her children out of NIPSS’ premises.

Last night there were indications that Ribadu was stopped from graduating based on his recent demotion by the Police Service Commission (PSC), from Assistant Inspector General of Police (AIG), to Deputy Commissioner of Police (DCP).

It was also learnt that a pending suit over the demotion instituted by Ribadu might have accounted for the decision of the Institute.

A top officer, who spoke in confidence to The Nation, said Ribadu was stopped from graduating because he was a DCP. He said "By the records of the PSC, Ribadu is still a DCP and that course he attended was meant for CPs and above.

"To allow him to graduate would amount to over-riding the decision of the PSC on Ribadu’s demotion and that won’t be good for the system. The PSC allowed Ribadu to get to graduation so that when he is eventually promoted to the post of a CP, he would only return to NIPSS to complete his convocation or graduation formalities."

The source added that if Ribadu was allowed to graduate, his demotion by the PSC would amount to nullity and that could be an issue for litigation. He said "You know Ribadu also sued the PSC for demoting him. So, he cannot approbate and reprobate at the same time. He should wait till a judicial pronouncement is made on his status in the Nigerian Police Force (NPF), before passing out from NIPSS.

This is not good at all, In as much he has passed the exam and his name is listed as one of the graduands. Ribadu has already graduated. Certificate or no certificate. The fact that he was qualified by not failing any of his exams.
