Hi CammyWhite, it is not charm that is the subject here. It is the black sleeveless ballistic vests the policemen have on that is the issue.

There have been stories of Nigerian criminals armed with RPG launchers, and those "tanks" (actually armoured personnel carriers) wouldn't stand a chance against RPG rounds.

If people said "bullet proof vests" and not just "bullet proof", there wouldn't be any confusion.
