Shekau cannot come out that's why he disagree over the committee members set up by the government to grant amnesty to them..boko raham said the committee that is constituted by National Security Adviser,Chief of Defense Staff,Inspector General of Police,Chiefs of Army Staff and representative of the State Security Service will not be accepted by the boko raham members and this amnesty is not going to work .
