don't be surprised that the people doing all this killings are been paid,its like a source of livelihood for them. if infrastructures are provided,there will be jobs for both skilled,unskilled and semi skilled workers.Also the standard schools should be provided (free education to  a certain level should be provided). An idle hand is a devils workshop.most people have no hope for the future.
