He is still making sense though, being that the job is more important. But they promised us the two, so let them fulfill it starting with the easiest of them.

No, he is not making any sense at all. Those youths have been deprived of basic human needs for a long time; so, they need that meager income to set them on the road for job hunt. An empty stomach does not look for job, it needs food, water, shelter, and ability to move around in search of green pasture.

He is making a very good sense. We need to ask for a job not the 5k, there should be a possibility each states create a job for every unemployed youth by adding some money to that 5k as a salary.
