would the kits have made any difference in the results?.....NO
was the delay frustrating to the athletes?...YES.
Is nigeria the only country that suffered this mishap?.........NO

with all that being said, the sports minister is grossly incompetent and disoriented.  He should be replaced immediately.
the Nigerian olympics commission should be dissolved  and re-constituted..
Nigerians are tired of these continued poor performances.
