More than three years after the blacklists were made public, the man who led the task force that drew up the lists and chairman of Exam Ethics International, Mr. Ike Onyechere, alleged that the list was deliberately killed because those that took over from Ezekwesili succumbed to pressure from those affected by the blacklists. Following this sustained pressure, he said the Federal Government withdrew its support for the initiative and suspended the implementation of the content of the blacklist.
The first list which was released on January 26, 2007, contained the names of 324 institutions blacklisted from serving as centres for public examinations conducted by the West African Examinations Council (WAEC), National Examinations Council (NECO) and the Joint Admissions and Matriculation Board (JAMB), among others for the period 2007 to 2010.
Another list which came later contained the manes of 232 individuals against whom proven cases of aiding and abating examination malpractices were said to have been established. Of this number, 14 were employees of the Federal Ministry of Education, 12 were employed by NECO, 10 by the National Technical Examination Board (NABTEB), seven and two by JAMB and the National Teachers’ Institute respectively. The remaining 187 were staff of state ministries of education as well as examiners, supervisors, invigilators engaged for such examinations.
They were to be indefinitely suspended from officiating in such public examinations, even as Ezekwesili had said it was without prejudice to other disciplinary actions or other actions that might be taken by federal anti-corruption or law enforcement agencies. But speaking in Abuja last week, Onyechere said the affected individuals succeeded in killing the initiative by launching a campaign of misinformation against Exam Ethics Campaign:
